From the afternoon of September 1st, traffic police can organize vehicles to run in the opposite direction in sections on the Cao Bo - Phap Van expressway to reduce congestion towards Hanoi.

Faced with the risk of increased traffic volume from southern provinces returning to Hanoi during the National Day holiday on September 2nd, this morning (September 1st), the Traffic Police Department (CSGT) of the Ministry of Public Security informed that functional forces have developed a plan to divert and organize traffic on the Cao Bo - Phap Van expressway, including a temporary plan to "borrow lanes" in the opposite direction to increase traffic capacity towards Hanoi.

According to the plan of Highway Traffic Police Team No. 3 - Traffic Police Department, when the traffic volume on the route increases, functional forces can organize for vehicles to go straight to Hanoi to use part of the opposite direction on the section from Km259 to Km211.

Accordingly, for the direction from Hanoi to the southern provinces, at the Dai Xuyen intersection (Km211), vehicles will be guided to leave the expressway and move to National Highway 1A to continue their journey.

During the implementation of the plan, functional forces will temporarily not allow vehicles to enter the expressway in the direction of Ninh Binh - Thanh Hoa - Nghe An and southern provinces at intersections Km219 (Vuc Vong), Km227 (Phu Thu), Km230 (Liem Tuyen) and Km241 (Liem Son).

In the direction from the southern provinces to Hanoi, vehicles that need to leave at the Liem Son, Liem Tuyen, Phu Thu, and Vuc Vong intersections still move on the normal road, using lane No. 2 or lane No. 3 to exit the expressway.

For vehicles traveling directly to Hanoi, vehicles will be guided to move into lane No. 1, close to the median strip, then switch to the opposite direction at Km259. From here, vehicles traveling in the direction of the road are "borrowed" to Km211 and then merge back into the main road direction at the Dai Xuyen intersection area.

This plan aims to increase traffic flow in the direction of Hanoi at a time when traffic volume increases sharply, limiting the risk of prolonged congestion on the Cao Bo - Phap Van expressway.

The Traffic Police Department notes that the "lane borrowing" plan will not be implemented fixedly but will be actively activated by functional forces based on the actual traffic flow situation on the route, expected in the afternoon of September 1st or September 2nd, 2026.

When passing through the traffic diversion area, vehicle drivers need to reduce speed, maintain a safe distance, do not arbitrarily change lanes; and pay attention to the system of temporary markers and signs and absolutely comply with the orders and instructions of the traffic police force.

The Traffic Police Department recommends that people proactively update traffic information, choose appropriate routes and comply with the instructions of functional forces to ensure safety during their journey.
