On September 22, 2026, Vietnam Social Security issued Official Dispatch No. 3741/BHXH-TCKT on rectifying some shortcomings in the work of paying pensions, social insurance allowances, unemployment benefits (TCTN) and managing people enjoying social insurance benefits monthly through the postal agency.
There is a situation where paying staff sign receipts on behalf of beneficiaries
According to Vietnam Social Security, there are still some shortcomings that need to be focused on rectifying. Specifically, the facilities at some payment points are not guaranteed according to regulations; the control of authorization in some places is not strict; there are still cases where sample signatures, images of beneficiaries, authorized persons are not fully stored or incomplete comparison when paying.
Notably, Vietnam Social Security mentioned the situation where payment staff also combine selling goods, collecting debts, and signing and receiving on behalf of beneficiaries.
The work of reviewing and updating changes in beneficiaries in some areas is not timely. The coordination between the social insurance agency and the postal agency in handling problems, inspecting, rectifying, and accepting work in some places is not regular and drastic.
According to the data stated in the official dispatch, in 2025, there were 12,449 cases nationwide where the wrongly received money had to be recovered due to post office delays. As of August 2026, the whole country still has 947,989 beneficiaries whose information does not match the information on their citizen identification cards or has not updated their citizen identification card numbers.
Vietnam Social Security requests provincial and city social security agencies to strengthen inspection and supervision of postal agencies in the process of payment and management of beneficiaries; promptly rectify and overcome detected shortcomings and limitations.
For Vietnam Post Corporation, Vietnam Social Security proposes to implement the payment of social insurance and unemployment benefits and manage beneficiaries in accordance with the authorization contract signed with the social security agency.
Regarding cash payments, employees must check personal papers, authorization information; compare images and signatures of beneficiaries and authorized persons; control the validity of the authorization document. Do not make payments to recipients on their behalf if there is no authorization document or the document has expired.
Vietnam Social Security requires payment staff of the postal agency not to sign or receive social insurance and unemployment benefits on their behalf. In case of intentional violations leading to loss, waste, or lawsuits, they must be held responsible before the law.
The postal agency is also not allowed to directly deduct pensions, social insurance allowances, and unemployment benefits from beneficiaries to recover bank loans; not to entice or force beneficiaries to use other services provided by the postal agency or other service organizations.
Increase control over authorized representatives
Vietnam Social Security requires regular review and update of beneficiary information, especially for the elderly, authorized recipients for a long time, recipients through accounts, people who have not received money for many months or are not present at their place of residence.
Direct inspection at the place of residence must be carried out at least once a year to grasp information on social insurance beneficiaries monthly according to the provisions of the Contract; pay attention to cases where beneficiaries are over 80 years old, sick, unable to walk, and people with civil act incapacity.
For people receiving pensions and monthly social insurance allowances residing abroad who receive money through personal accounts or authorize others to receive it on their behalf, annually or when suspicion appears, the postal agency is responsible for coordinating with functional agencies to verify information.
Vietnam Social Security requests social security agencies of provinces and cities and requests Vietnam Post Corporation to seriously implement rectification measures, and report quarterly implementation results to Vietnam Social Security before the 1st of the first month of the following quarter.
