Rectifying shortcomings, strengthening payment responsibility control
On September 22, 2026, Vietnam Social Security issued Official Dispatch No. 3741/BHXH-TCKT on rectifying some shortcomings in the work of paying pensions, social insurance allowances, unemployment benefits and managing people enjoying social insurance benefits monthly through the postal agency.
According to Vietnam Social Security, some shortcomings that need to be focused on rectifying include: Facilities at some payment points are not guaranteed according to regulations; the control of authorization in some places is not strict; there are still cases where sample signatures and images of beneficiaries, authorized persons are not fully stored or are not fully compared when paying; payment staff still combine selling goods, collecting debts, and signing on behalf of beneficiaries.
The work of reviewing and updating changes in beneficiaries in some areas is not timely; the coordination between the social insurance agency and the postal agency in handling problems, inspecting, rectifying, and accepting work in some places is not regular and drastic.
In 2025, there were 12,449 cases nationwide where the wrongly received amounts had to be recovered due to slow post-order deductions. As of August 2026, the whole country still has 947,989 beneficiaries with information that does not match information on citizen identification cards (CCCD), and their CCCD numbers have not been updated. These are contents that need to be further reviewed and processed to improve the quality of beneficiary management and limit incorrect payments.
Vietnam Social Security requests Directors of Social Security agencies in provinces and cities to direct the full and serious compliance with the process of paying social insurance and unemployment benefits and managing beneficiaries according to Decision No. 2222/QD-BHXH dated July 29, 2025, Decision No. 313/QD-BHXH dated March 27, 2026 and relevant guiding and directing documents.
At the same time, strengthen exchange, coordination, internal control; inspect and supervise postal agencies in the process of payment and management of beneficiaries, promptly rectify and immediately overcome existing shortcomings and limitations that are detected.
Payment and finalization with the postal agency can only be carried out for the actual completed workload, ensuring the correct procedures and quality of the authorized work; receivables, payables, collected, paid and still receivable, and still receivable for beneficiaries and postal agencies must be fully and promptly accounted for. The Director of Provincial Social Insurance is responsible for the results of implementation in the area.
Strictly control cash payments and receipt on behalf
For Vietnam Post Corporation, Vietnam Social Security proposed to thoroughly grasp and fully implement directives and guidelines and have solutions to improve the quality of payments. The payment of social insurance and unemployment benefits and the management of beneficiaries must be carried out in accordance with the authorization contract signed with the social security agency.
Specifically for cash payments, the postal agency must ensure full conditions for facilities at the payment point, publicly list administrative procedures according to regulations.
When making payments, employees must check personal papers, authorization information, compare images and signatures of beneficiaries and authorized persons; control the validity of the authorization document and not make payments to recipients on their behalf when there is no authorization document or the document has expired.
Vietnam Social Security also requires payment staff of the postal agency not to sign or receive social insurance and unemployment benefits on their behalf; in case of intentional violations leading to loss, waste, or lawsuits, they must be held responsible before the law.
It is not allowed to directly deduct pensions, social insurance allowances, and unemployment benefits of beneficiaries to recover bank loans; do not entice or force beneficiaries to use other services provided by postal agencies or other service organizations.
In case the postal agency does not fully implement the regulations in the Contract, leading to incorrect payment of social insurance and unemployment benefits, the postal agency must immediately compensate the amount of incorrect payment and the amount of interest arising from incorrect payment to the social insurance agency within two working days from the date of discovery; and at the same time refund the payment costs and management of beneficiaries that have been paid by the social insurance agency previously.
Provincial Social Insurance is responsible for requesting full and timely reimbursement and recovering corresponding expenses according to regulations.
