According to the People's Committee of Phu Quoc Special Economic Zone (An Giang), after a 2-minute video clip appeared recording the scene of a woman wearing a black shirt repeatedly beating and pointing at a baby boy's head on social networks, the People's Committee of the Special Economic Zone directed specialized agencies to investigate the incident that took place on January 13, 2026 at Happy Home kindergarten.
On January 30, 2026, after receiving the report, the special zone police invited relevant parties to work to determine that the nanny had the act of using her feet to push the baby aside, using her hands to touch the baby's thigh area with the aim of scaring the baby and stopping crying.
At the police station, Ms. T admitted that her actions were incorrect. Through inspection, functional agencies of Phu Quoc special zone determined that Happy Home private kindergarten has 32 children studying, including 22 children from 18 - 36 months old, 10 children from 4 - 5 years old. The facility has 7 people, including teachers, nannies and service staff. At the same time, the facility owner has not fully submitted the dossiers and procedures for establishing children's groups as prescribed.
Currently, Phu Quoc Special Zone Police are consolidating the file for handling according to the provisions of law.
Previously, the People's Committee of the special zone also directed the Department of Culture and Society to come to this private preschool facility to inspect and clarify the incident of beating children as in the posted clip. At the working session, the leaders of the Phu Quoc Special Zone Department of Culture and Society requested the facility owner to complete the dossier to establish a childcare group and temporarily suspend the operation of the childcare group until a decision is issued to establish a new group to operate again.
