On November 30, Mr. To Van Huynh (born in 1972, residing in Nha Trang City) confirmed that he had received an Instruction Note from the Economic Police Department, Investigation Police Agency under Khanh Hoa Provincial Police.
Previously, Mr. To Van Huynh sent a petition to the police agency denouncing Mr. Le Minh Thuy - Chairman of Loc Tho Ward (Nha Trang) and Mr. Dang Thanh Binh - Director of Thanh Binh Construction Service Development Company Limited, for abusing their positions and powers while performing official duties.
Specifically, Mr. Huynh reported that after enforcing the demolition of the illegal construction (hotel at 9/2D Nguyen Thien Thuat), the authorities themselves handled the amount of steel, fire protection pipe system, air conditioning system, and electrical wires owned by Mr. Huynh.

Through studying the content of Mr. To Van Huynh's petition, the Economic Police Department and the Investigation Police Agency both found that the content of the petition was a denunciation in the administrative and civil fields, not under the jurisdiction of the police agency.
From there, the police agency asked Mr. To Van Huynh to contact Nha Trang City People's Committee for consideration and resolution.
Upon receiving the above document, Mr. To Van Huynh said that he had previously submitted a "criminal denunciation", not a "complaint" as the Office of the Investigation Police Agency had announced. From then on, Mr. Huynh requested the police agency to handle the criminal denunciation according to regulations.
Many points need to be clarified in the enforcement case
On July 3, 2024, Loc Tho ward presided over the forced demolition of the hotel project at 9/2D Nguyen Thien Thuat. Four days later, the authorities removed all assets from the project but did not announce the gathering location.
Later, when receiving the property back, Mr. Huynh's family saw that the property sealing slip had no stamp or signature, but was just a white piece of paper with a seal.
During the enforcement process, the locality sold scrap for the entire amount of iron and steel, fire protection system, air conditioning copper pipe system... equivalent to 70 tons (nearly 700 million VND). And according to regulations, the scrap iron and steel assets after enforcement must be owned by Mr. Huynh.
Mr. To Van Huynh has been keeping pictures and clips of 11 times transporting scrap iron and steel from the hotel to sell at scrap yards in Ninh Hoa town and Dien Khanh district.
