This is the first anchorage area for tourist boats to stay overnight in Bai Tu Long Bay.
Accordingly, the Hang Nha Tro anchorage area is managed and exploited by the Van Don Special Zone People's Committee through the Van Don Special Zone Public Service Management Board. The anchorage area is located at Km6+200, left bank of the local inland waterway channel from Cai Rong to Ban Sen, belonging to Ban Sen island.
The water area area is more than 16.2ha, with 2 anchor buoys and a water boundary buoy system. The anchorage area has the ability to receive vehicles with a draft of up to 2.5m and can anchor about 10 tourist boats at the same time, with a capacity of up to 150 passengers.
Putting the Hang Nha Tro anchorage area into operation is expected to contribute to meeting the needs of waterway tourism development, improving the capacity to serve tourist boats overnight in Bai Tu Long Bay, and at the same time strengthening the assurance of inland waterway traffic safety in the area.

According to this decision, the People's Committee of Van Don Special Zone and the Management Board of Public Utilities of Van Don Special Zone are responsible for fully implementing regulations on inland waterway traffic, environmental protection, fire and explosion prevention, security and order, and operational safety at the anchorage area. At the same time, the management unit must maintain regular operation, ensure the safety of the signal system and anchor buoys according to regulations; do not allow vehicles to enter or leave the anchorage area without permission from functional agencies. Quang Ninh Inland Waterway Port Authority continues to carry out specialized state management work at the anchorage area according to current regulations.
The tour to explore Bai Tu Long Bay by cruise ship was officially opened and launched from the end of March 2025.
However, to date, this tour is still at a standstill due to few customers.
The reason is that currently boats taking tourists to visit the bay only carry passengers on boats floating to admire the sea and islands of Bai Tu Long Bay according to routes and organize dining and entertainment on boats. Tourists cannot go up to the forest or down to the bay to play, visit caves (except for Minh Chau - Quan Lan island) because the points in the sightseeing itinerary are still rudimentary, have not been invested in ports, wharves, anchors, signs and other tourism infrastructure.
Accommodation points for overnight stays in Bai Tu Long Bay are also not yet available for businesses to exploit overnight accommodation products in the bay.
