Deputy Prime Minister Ho Duc Phoc has just signed and issued Decision No. 15/2025/QD-TTg stipulating standards and norms for the use of machinery and equipment. The decision takes effect from July 1, 2025.
One of the notable highlights is that commune-level civil servants are given a computerised quota of up to 20 million VND.
Below are the norms for some equipment for commune-level titles:



This Decision stipulates standards and norms for the use of machinery and equipment at agencies, organizations and units, including: Machinery and equipment for working positions; machinery and equipment for general operations; specialized machinery and equipment.
Standards and norms for the use of machinery and equipment for the work of titles are determined according to each title and position. In case a person holds multiple titles and positions, the highest standard will be applied. When the previous person quits the regime, changes jobs or for other reasons and no longer holds that position but the equipped machinery and equipment do not meet the conditions for replacement or liquidation according to regulations, the successor shall continue to use them, not equip them newly, except in cases where the machinery and equipment are handled by competent authorities or people in accordance with the provisions of law on management and use of public assets.
In case it is necessary to adjust the price of machinery and equipment specified above, the price adjustment is regulated as follows:
The head of the agency, organization or unit shall decide in case of adjusting the price not more than 15% higher than the prescribed price.
The Chief of the Party Central Committee Office, the Minister, the Head of the Central Committee, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the Standing Committee of the Provincial Party Committee, the City Party Committee, the Provincial People's Committee shall decide or delegate the decision-making authority in case of price adjustment from over 15% to not more than 30% higher than the prescribed price.
