From July 1, Decision No. 15/2025/QD-TTg of the Prime Minister stipulates standards and norms for the use of machinery and equipment, effective.
This Decision stipulates standards and norms for the use of machinery and equipment at agencies, organizations and units, including: Machinery and equipment for working positions; machinery and equipment for general operations; specialized machinery and equipment.
The subjects of application are state agencies, agencies of the Communist Party of Vietnam, the Vietnam Fatherland Front Committee (including socio-political organizations), public service units, project management boards using state capital (hereinafter referred to as agencies, organizations, units).
Organizations and individuals involved in determining, deciding, and applying standards and norms for the use of machinery and equipment.
State financial institutions outside the budget are subject to financial mechanisms and asset management mechanisms of public service units, then the standards and norms for the use of machinery and equipment shall comply with the provisions of this Decision.
The standards and norms for the use of machinery and equipment specified in this Decision are used as one of the bases for planning and budget estimates; assigning, purchasing, leasing, managing, using, and handling machinery and equipment.
Standards and norms for the use of machinery and equipment for the work of titles are determined according to each title and position.
In case a person holds multiple titles and positions, the highest standard will be applied.
When the previous person quits the regime, changes jobs or for other reasons and no longer holds that position but the equipped machinery and equipment do not meet the conditions for replacement or liquidation according to regulations, the successor will continue to use them and will not equip them with new equipment.
alternate members of the Party Central Committee who are holding any working positions will be subject to the standards and norms for the use of machinery and equipment according to their current positions.
Standards and norms for the use of machinery and equipment to serve the work of central and local positions are specifically regulated.
Machinery and equipment serving the positions of Head of Department, Deputy Head of Department, Department, Agency and equivalent at the commune level; Specialist and equivalent positions at the local level (including commune-level civil servants)... as follows: 1 set of desks and chairs, maximum price 7 million VND/Ministry; 1 document cabinet with a maximum price of 7 million VND/piece; 1 ban computer or laptop with a maximum price of 20 million VND/piece....
According to the Decision, machinery and equipment for general operations include: Machinery and equipment for general operations in the office.
Machinery and equipment for the common operations of agencies, organizations, units and machinery and equipment attached to houses, architectural objects, and construction works, including:
Elevators; fire prevention and fighting systems; lighting systems; information systems; air conditioners; cameras; audio; sanitary equipment; tables, chairs of the hall, meeting rooms, generators; water pumps; televisions; LED screens; projectors; other machinery and equipment.
