On behalf of the Politburo and Politburo member, Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 167-KL/TW (June 13, 2025) of the Politburo and the Secretariat on the policy of implementing the arrangement of the apparatus and administrative units, putting them into operation at the same time at the provincial and commune levels from July 1, 2025 (abbreviated as Conclusion No. 167).
The conclusion was stated at the meeting on June 13, 2025, after listening to the Report of the Central Organizing Committee on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the arrangement of the apparatus and administrative units from June 7 to June 12, 2025 (Report No. 405-BC/BTCTW, June 12, 2025), the Politburo and the Secretariat concluded as follows:
Basically agreed with the Report on the situation and progress of implementing resolutions and conclusions of the Central Committee and the Politburo on the arrangement of the apparatus and administrative units (from June 7 to June 12, 2025) submitted by the Central Organizing Committee.
The Politburo and the Secretariat commended, acknowledged and highly appreciated the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, Central organizations, the Central Organizing Committee, the Central Inspection Committee, the Central authorities, the provincial and municipal Party Committees directly under the Central Government for their active, urgent, determined, efforts, and efforts to carry out tasks related to the arrangement of the apparatus and administrative units, ensuring quality, requirements, and many work contents have been completed ahead of schedule.
The decision to implement the merger of provinces and cities at the same time as the merger of communes and wards, put all provincial, commune, ward and special zone organizations, agencies and units into operation nationwide from July 1, 2025.
To ensure good preparation for agencies, units, and organizations at the provincial and commune levels to come into operation (complete the arrangement of the apparatus; resolve arising difficulties and problems; ensure the apparatus operates smoothly), requiring Party Committee Secretaries, ministers, heads of ministerial-level agencies, and standing heads of provincial and municipal Party committees to focus all their time, lead, and direct the implementation of work, and not work abroad from now until the end of July 2025. In special cases, report to competent authorities for decision.
Party committees review and complete Party regulations, State laws, plans for personnel arrangement, headquarters, vehicles, facilities, etc. to ensure readiness to put the provincial and commune-level apparatus into operation from July 1, 2025.
Party committees at central and local levels are responsible for maintaining a standing department to regularly guide related contents in the process of preparing and operating the new provincial and commune-level apparatus.
