According to PV's investigation, in addition to the abnormality with the super-fast examination process at some medical facilities, in Thai Nguyen, health certificates are also advertised for sale rampant online.
Groups buying and selling health certificates attract a large number of people in need to participate. Just leaving information, buyers are quickly approached by brokerage accounts, offered with commitments "quick papers", "no need for direct examination", and even supported with delivery to the place.
In the role of someone who needs to buy a health certificate to go to work, PV was contacted by a broker named N.M. This person said that just leaving personal information and sending a portrait photo can immediately buy a health certificate with full seals.
The cost is 200,000 VND, leaving the address will have someone deliver it to your place. The paper has full seals and signatures of doctors, so you can rest assured about the quality," M. said.
After the reporter left information, about 1 hour later, a person introducing himself as a delivery staff brought a health certificate to the appointment location. It is worth mentioning that the entire process took place without the reporter having to go to a medical facility or perform any examination steps.
The health certificate delivered had full personal information, portrait photos, "Bach Mai Hospital" certification stamps and the signature of a professional.
However, observing with the naked eye, many details may be shown superficially, signatures and seals are blurred, and there are signs of forgery.
Continuing in the role of someone who needs to get a health certificate, PV contacted an account on the social network Facebook named T.A specializing in receiving "quick" papers.
After a few text messages exchanged, this person affirmed that he could complete the dossier without having to come for a direct examination, just sending basic information. A few hours later, T.A proactively scheduled a delivery location at Yen Binh Industrial Park.
T.A said: "I am just a collaborator, I go to the industrial park to get paper and then sell it to anyone who needs it. One sheet costs 180,000 VND, if the collaborator sells it, they only receive a fee of 10%".
According to observations, the health certificate T.A handed over to the reporter also had a signature and seal hastily stamped in the name "Bach Mai Hospital".
There are already results available, you just need to paste the photo and fill in the information," T.A said.
When reporters mentioned the signature and seal in the rudimentary health certificate, suspected of being forged, T.A affirmed that he still used it to apply for jobs normally.
You can rest assured, everyone who buys this paper can get a job at companies. I am just a collaborator, I take the paper and sell it to you," T.A said.
Fake health certificate but real consequences
During the process of approaching 2 health certificate selling outlets, PV found that the common point is that they all have complete information, health conclusion sections and confirmation stamps from medical facilities. These documents are relatively complete, similar to a normal health certificate form.
However, in reality, these are all health certificates that have been sophisticatedly counterfeited by tricks of copying and pasting seals of reputable medical facilities to help a part of people who need to make health certificates but do not want to go directly to medical facilities.
Being criminally handled for the act of buying and selling fake health certificates when detected is certain. However, behind this story are also risks and hazards for the employer itself and relevant organizations.
Talking to PV of Lao Dong Newspaper about this content, Assoc. Prof. Dr. Nguyen Cong Hoang - Director of Thai Nguyen Central Hospital - Delegate of the 16th National Assembly said that there are 3 types of health check-ups to serve job applications, driving tests, and periodic check-ups to know the disease.
The Ministry of Health also has procedures for health check-ups. In case of fraud, there are subjective and objective factors.
The objective factor is that patients want to deceive doctors, there are methods to cheat. The subjective factor comes from package support services, some private units still chase after profits, thereby quality as well as accuracy are not guaranteed," Mr. Hoang said.
According to Assoc. Prof. Dr. Nguyen Cong Hoang, in job application as well as driving test, health certificates are mandatory and very important requirements.
For people with some unauthorized diseases such as color blindness, or inadequate health, deformities, and paralysis, health certificates are important in classifying when recruiting workers and taking driver's license exams.
Sometimes people and units have not assessed the importance of health certificates, considering them as the least valuable paper in a dossier bag. Therefore, the story of buying and selling, counterfeiting," Mr. Hoang said.
Also according to the Director of Thai Nguyen Central Hospital, the situation of making fake seals and fake signatures in health certificates has appeared quite a lot, this comes from profits. Since the beginning of the year, there have been a number of cases of making fake hospital seals that have been detected and handled by functional forces.
According to Mr. Le Van Thang - Chairman of the Trade Union of Samsung Electronics Vietnam - Thai Nguyen Co., Ltd., to ensure procedures and tighten management, the unit directly invites hospitals for examination when interviewing and recruiting workers.

Recently, the police agency has handled many subjects and cases related to buying and selling fake health certificates online. However, to thoroughly prevent the activities of associations and groups like this in cyberspace is not a simple matter.
When the need for quick health certificates, no need to go to medical facilities or fear of not meeting health conditions of a part of the population still exists, the subjects of forging health certificates still have room to perform and continue to leave unpredictable consequences for society.
