Many points are still congested, people are affected
According to Lao Dong reporters, currently, besides the relocated households, there are still many families staying on the Ring Road 1 (De La Thanh, Hoang Cau - Voi Phuc section).
The bottleneck in site clearance work has made the road shabby, polluted and lost the urban beauty. Through observation, after some households dismantled, many points on the road have appeared garbage, leftover items, rat and insect breeding, directly affecting people's daily lives.
Mr. Nguyen Trung Hieu, residing in Giang Vo ward, shared: "De La Thanh street is now always covered in smoke and dust, and household waste is thrown haphazardly. There are unfinished works, inside are sacks of construction waste and household waste that give off a foul smell".
The project to build Ring Road 1, Hoang Cau - Voi Phuc section, is more than 2.2km long, with a cross-section of 50m, starting at the intersection with Cat Linh - La Thanh - Yen Lang road at Hoang Cau and ending at the Voi Phuc intersection.
The project has a total investment of more than 7,200 billion VND from the city budget. The project was approved in December 2017 and expected to be completed in 2020, but is still behind schedule due to problems in site clearance (GPMB).
People's consensus helps promote progress and stabilize life
The progress of approving compensation and resettlement support plans is determined to be slower than the requirements of the Hanoi People's Committee, because there are still many households that have not provided complete land records and complex land origins, leading to repeated appraisals. Many households have also made recommendations on compensation and resettlement prices that are not close to the market, causing consensus not yet reached.
In O Cho Dua ward, Director of the O Cho Dua Ward Infrastructure Management Board Nguyen Manh Dung said that the locality has 591 cases of land reclamation, of which more than 300 households have handed over, and more than 200 households have not cooperated. The unit has responded to the petition according to regulations and strives to complete the site clearance in 2025.
"Currently, the Ward People's Committee also proposes that departments and branches consider and advise the City People's Committee on a special mechanism for households with reclaimed areas of less than 40m2 but with 7 or more people, in order to grant resettlement quotas," Mr. Dung emphasized.
Also related to this project, at the end of October, the People's Committee of O Cho Dua ward organized a direct dialogue conference with 32 households to remove obstacles in policies and procedures. The ward police coordinate to verify the demographic and household registration status to ensure accuracy as a basis for implementing support policies.
Chairman of the People's Committee of O Cho Dua Ward Le Tuan Dinh said that the People's Committee of the ward will review all records of 32 households to promptly report to the Department of Construction, and soon clearly identify the subjects eligible to buy resettlement houses according to regulations.
Meanwhile, Colonel Nguyen Quoc Hung, Head of the Internal Security Department of Hanoi City Police, commented that the site clearance work for the Ring Road 1 project is currently in a key phase, many households have voluntarily dismantled and handed over the site.
Colonel Nguyen Thanh Long, Deputy Director of Hanoi City Police, emphasized that the capital police force needs to accompany in protecting the legitimate rights of the people, ensuring security and order and contributing to speeding up the progress of key projects.
The early completion of site clearance will not only help the project to be implemented effectively but also improve the living environment for people, contributing to enhancing the appearance of the capital city.
