The People's Committee of Bac Ninh province recently issued an official dispatch on the implementation of the Gia Binh International Airport Construction Investment Project and related projects.
In particular, specific timelines have been included in compensation and site clearance (GPMB).
Since the beginning of August, the Land Fund Development Center of Bac Ninh province has sent staff to the locality to collect information, prepare facilities for professional activities; coordinate with Party cells in villages to disseminate the State's policies and guidelines on site clearance and related projects.
From September 6 to September 12, the working groups held meetings with people in the villages of Gia Binh and Luong Tai communes. The main content is information about the Gia Binh International Airport project and related projects; the State's policies and guidelines on site clearance. At the same time, review and compare land plot information of each household, prepare documents for site clearance.

By September 12, 31/35 villages in Gia Binh and Luong Tai communes had held people's meetings. 5,876/7,365 households have declared agricultural land areas (478.47 ha).
In particular, in Thu Phap village, Gia Binh commune - where the VIP terminal is planned to be built, 137/141 households are allocated compensation. This shows the consensus and high cooperation from the people.
In addition to advantages, site clearance still faces many challenges. The biggest problem is that the project has not yet set out detailed planning boundaries in the field, causing difficulties in accurately determining the area and land ownership.
In addition, some cases of land sold by localities and lease contracts have expired; agricultural land converted but lacking legal documents and many plots of land without land use right certificates... are also obstacles in site clearance.
To solve these problems, the Land Fund Development Center of Bac Ninh province is coordinating with localities to review the legal basis, determine the owner and origin of the land.
The cooperation of local authorities, from communes, villages to Party cells, is a key factor to resolve arising problems.
Land acquisition progress is on schedule
Gia Binh Commune Police (Bac Ninh Province) said that the unit has proactively advised local Party committees and authorities and closely coordinated with functional units to deploy many plans to ensure security and order throughout the site clearance process of the Gia Binh International Airport project,
First of all, the Commune Police force focuses on grasping the situation in the area, strictly managing households, especially cases with land subject to recovery.
The Commune Police also organize propaganda and mobilize people to clearly understand the meaning and importance of the project, thereby raising awareness of compliance with the policies and guidelines of the Party and State and legal regulations on land acquisition, compensation, support and resettlement.
During the deployment process, the Gia Binh Commune Police force increased patrols, controls, timely detection and handling of acts of taking advantage of the situation of complaints, inciting, disturbing, and complicating security and order.

Security and order checkpoints are deployed in key areas, while coordinating with professional units to completely resolve arising conflicts and disputes right from the grassroots, not allowing the formation of "hot spots".
Thanks to careful preparation and proactive and flexible approaches, the site clearance work to serve the Gia Binh International Airport Project is being safely and on schedule, creating high consensus among the people.
