Circular No. 14/2026/TT-BNV takes effect from July 1st, detailing the adjustment of pensions, social insurance allowances and monthly allowances issued by the Ministry of Home Affairs.
This Circular guides the implementation of Decree No. 162/2026/ND-CP of the Government on adjusting pensions, social insurance allowances and monthly allowances.
Accordingly, from July 1, the pension level, social insurance allowance and monthly allowance will be adjusted to increase by 8% on the pension level, social insurance allowance and monthly allowance of June.
Specifically, the pension level, social insurance allowance, monthly allowance from July = Pension level, social insurance allowance, monthly allowance of June x 1.08.
In addition, groups who quit their jobs to receive pensions, social insurance allowances, and monthly allowances before January 1, 1995, after implementing an 8% increase adjustment, had pensions, social insurance allowances, and monthly allowances lower than 3.8 million VND/month, and continued to be adjusted in 2 directions.
First, people with pensions, social insurance allowances, monthly allowances after implementing an adjustment to increase by 8% equal to or lower than 3.5 million VND/month will be adjusted to increase by an additional 300,000 VND/month.
The calculation formula is as follows: Pension level, social insurance allowance, monthly allowance from July = Pension level, social insurance allowance, monthly allowance after being adjusted according to the provisions of Clause 1, Article 2 of this Circular + 300,000 VND/month.
Second, people with pensions, social insurance allowances, monthly allowances after implementing the adjustment to increase by 8% that are higher than 3.5 million VND/month but lower than 3.8 million VND/month, will be adjusted to increase to 3.8 million VND/month.
The calculation formula is as follows: Pension level, social insurance allowance, monthly allowance from July = 3.8 million VND/month.
In addition, subjects who are receiving monthly survivor's allowance, service allowance according to the provisions of the law on social insurance before July 1, the level of monthly survivor's allowance from July 1 is calculated according to the basic salary level specified in Decree No. 161/2026/ND-CP stipulating the basic salary level and bonus regime for cadres, civil servants, public employees and armed forces.
According to Vietnam Social Security, currently there are 3.4 million people nationwide receiving pensions and allowances with different levels: More than 11,500 people receive 20 million VND per month or more; nearly 418,500 people receive 10 to under 20 million VND; 1.063 million people receive 6 to under 10 million VND; 1.347 million people receive 3 to under 6 million VND; 144,850 people receive 2.34 to under 3 million VND and nearly 419,400 people receive under 2.34 million VND - equivalent to the base salary level.
With the adjustment of pensions and allowances above, the additional funding compared to 2025 is 10,773 billion VND.
