The Congress takes place from June 3-5 at the National Convention Center (Hanoi). The Congress was attended by 780 outstanding delegates, representing the will, aspirations and intelligence of nearly 10 million trade union members nationwide. These are typical trade union officials and members representing industries, fields, localities, and units nationwide.
With the motto: "Solidarity - Democracy - Discipline - Innovation - Development", the Congress has the task of summarizing and evaluating the results of implementing the Resolution of the 13th Vietnam Trade Union Congress in the period 2023 - 2026; reviewing the activities of the Executive Committee of the 13th Vietnam General Confederation of Labour; determining goals, tasks and breakthroughs for the 2026 - 2031 term; amending the Charter of the Vietnam Trade Union, and at the same time electing the Executive Committee of the 14th Vietnam General Confederation of Labour to lead trade union activities in the new term.
According to the VGCL, in the period 2023 - 2026, despite facing many difficulties and challenges, the team of trade union officials, union members, and workers nationwide has united, made efforts, and implemented the Resolution of the 13th Vietnam Trade Union Congress to achieve comprehensive results with many highlights:
1- Effectively perform the task of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers; proactively participate in sustainable employment development, ensuring labor safety and hygiene, contributing to building harmonious, stable, and progressive labor relations. Notably, building the Trade Union Law (amended) submitted to the 15th National Assembly for approval, proactively and actively participating in building policies and laws directly related to union members and workers. The work of caring for union members and workers continues to be expanded through practical care programs such as "Tet reunion", "Workers' Month", "Trade Union Home", "Union Member Welfare".
Nearly 23 million turns of union members and workers have been supported and cared for every Tet holiday, with a total amount of nearly 15 trillion VND. The total amount of care is 27,220.6 billion VND.
Trade Union Meals" is a new model that tens of thousands of grassroots trade unions have responded to, helping to improve the quality of lunch meals, strengthen class solidarity and understanding and sharing between workers and employers...
2- Propaganda, education, mobilization of union members and workers and communication about the Trade Union organization are focused on innovating in content and form. The work of improving the material and spiritual life of union members and workers is focused on. Many large-scale playgrounds have been organized and maintained to serve union members and workers such as the 9th Hour + program, the National Workers and Civil Servants Football Tournament... Workers' Month is increasingly being widely organized at all levels of trade unions, forming a peak period of caring for the material and spiritual life and honoring the contributions of workers.
3- Patriotic emulation movements continue to spread strongly, arousing the aspiration to contribute, promoting the creative potential of union members and workers. Emulation movements "Good labor, Creative labor"; "Good advice, good service", "Good at state affairs, good at housework", "Culture, sports", "Green - Clean - Beautiful, Ensuring occupational safety and health" continue to be widely deployed at all levels of trade unions. Through emulation movements, more than 383,837 initiatives have been recognized and effectively applied in practice, with a total benefit value of over 40 trillion VND, becoming an important driving force contributing to the completion of socio-economic development goals and political tasks of each sector, locality, agency, unit, and enterprise.
4- The work of building a strong Trade Union organization, gathering a large number of workers to join the Vietnam Trade Union is focused on implementation, drastically implementing the arrangement of the organizational structure of the trade union system. Despite facing many difficulties, with the efforts of trade union levels, the whole country has developed over 2.2 million new union members, with over 15,000 grassroots trade unions/new grassroots trade unions. Implementing the direction of the Central Government, trade union levels focus on implementing contents on streamlining the organizational structure of trade union agencies in accordance with the 2-level local government model and the plan to rearrange administrative boundaries.
5- Trade unions actively participate in building a modern and strong working class; building a clean and strong Party, State, and political system. Have advised and proposed to the Secretariat to issue Directive No. 58-CT/TW dated January 10, 2026 on "Strengthening the Party's leadership over propaganda, political and ideological education, and law for workers in the new situation". Trade union levels actively discover and foster outstanding cadres and union members with prospects to be introduced to the Party for consideration and admission, promoting the work of developing party members and party organizations in enterprises. More than 200,000 outstanding union members have been introduced to the Party for consideration and training, and nearly 100,000 union members have been admitted to the Communist Party of Vietnam.
6- Women's work continues to improve quality, contributing to promoting gender equality, building prosperous, equal, progressive, and happy families among union members and workers; foreign affairs and international integration are promoted, the position of the Vietnam Trade Union is enhanced; financial work continues to be innovated, ensuring resources to effectively serve the tasks of the Trade Union organization; inspection and supervision work is strengthened, continuing to improve effectiveness and efficiency; trade union operating methods continue to be innovated, contributing to building a strong Trade Union organization.
