Removing bottlenecks to hand over the site to the contractor
The Tra Khuc River downstream dam project has a total investment of VND 1,498 billion. The implementation period is from 2018 to 2025, with the Quang Ngai Provincial Traffic Construction Investment Project Management Board as the investor. This is one of the province's key projects, with multi-purpose nature: both preserving water, creating urban landscape, developing urban areas on both sides of the river, and contributing to raising the stature of the center of Quang Ngai province...
Although compensation and site clearance have been very actively implemented, however, because some plots of land within the project's site clearance scope do not comply with regulations and need to be repaired according to the content of Inspection Conclusion No. 87/KL-UBND dated September 20, 2023 of the Chairman of the Provincial People's Committee in implementing policies and laws on land division, land use rights transfer, and land management and use in the Ngoc Island area, Tinh An commune, Quang Ngai city (old).
Along with the problem related to determining the location of the resettlement area to serve the project's site clearance (the location that ensures the construction planning cannot be agreed upon by households subject to resettlement, the location proposed by households cannot be planned), so the implementation of the construction of the resettlement area takes a lot of time to resolve. Therefore, the investor has not been able to hand over the clean site for the contractor to complete the project.
However, by June 2024, under the strong direction of the Provincial Party Committee Standing Committee in implementing key projects of the province in the period of 2024 - 2025, the problems have gradually been resolved. For about 2 months now, construction units have mobilized dozens of machinery and human resources, organizing construction day and night to speed up the project's progress.
Efforts to reach the finish line by the end of 2025
Talking to reporters, Mr. Hoang Anh Tuan - Technical officer of Tan Nam Construction Joint Stock Company (main contractor of the Tra Khuc River downstream dam project) said that there are currently about 50 workers at the construction site, working 3 shifts per day. The contractor is making efforts to construct items such as cabin 8B, T9B pillar to hand over to another unit to install the valve door by the end of September 2025. "We are also speeding up the construction of the M2B abutment and the Piano overflow compartment. Strive to complete the project by the end of 2025 according to the investor's request" - Mr. Tuan emphasized.
On August 14, the project investor representative said that up to now, an additional 3,078.7 m2 has been handed over to the contractor to implement the construction of the items of culvert compartment 8B, T9B pillar, Piano overflow compartment No. 2 and abutment M2B. In particular, the newly resolved and handed over site is all located in the construction gas tank, aiming to complete the spillway and open the bridge connecting the two sides of the Tra Khuc river.
To date, the area handed over to the contractor has reached 38.08/38.60 ha (98.7%). The remaining problematic site is about 5,121.3 m2, including 3,373.9 m2 of residential land (36 plots/33 households) within the construction scope of the upstream embankment project of Piano No. 2. The value of the construction volume up to this point is about 1,137/1,278 billion VND, reaching 89% of the contract value.
According to the investor, in the coming time, within the area of cleared land (except for the construction area of the upstream embankment project of Piano No. 2 that is still stuck), the investor will continue to urge contractors to speed up the construction progress, ensuring the completion of underwater work items before September 15, 2025, to ensure safety during the rainy and flood season; at the same time, complete the remaining work items before December 15, 2025.
