The road is designed with a scale of 4 complete lanes, roadbed width of 24.75m; design speed of 120km/h. The project starts in Nghia Hung commune, Ninh Binh province and ends in Thai Thuy commune, Hung Yen province.

After actual inspection in the Ninh Co river overpass area, the two Vice Chairmen of the Provincial People's Committee requested relevant departments, branches, and localities to closely coordinate with the project enterprise, accelerate site clearance, and strive to hand over the entire remaining site by mid-February 2026.
