The Ninh Binh - Hai Phong expressway construction investment project, the section through the former Ninh Binh province (the project) has a total length of 25.3km, passing through Yen Thang ward and Yen Mo, Yen Tu, Khanh Nhac, Khanh Hoi, Khanh Trung, Khanh Thien communes.


The project is designed with a scale of 4 complete lanes. Total investment of 6,865 billion VND from the Central and provincial budgets. Project implementation time is from 2024 - 2026. The project is invested by the Ninh Binh Provincial Traffic Construction Investment Project Management Board and has been started construction from April 2025.
According to reporters of Lao Dong Newspaper, on January 2, although it was during the 2026 New Year holiday, the investor and contractors still mobilized machinery, equipment and nearly 1,000 workers to construct during the holiday to shorten the project completion time.


On January 2, although the weather in Ninh Binh was cold and with drizzle, nearly 1,000 workers were still diligently constructing on the entire Ninh Binh - Hai Phong expressway construction investment project, the section passing through the old Ninh Binh province.
Mr. Nguyen Quang Minh - Director of the Ninh Binh Provincial Traffic Construction Investment Project Management Board - said that currently contractors are deploying 7 construction teams with about 500 machines, equipment and nearly 1,000 workers to accelerate the project progress.


Currently, the construction volume is about 20%. We are striving to shorten the project construction time and complete and put it into operation in 2026. Currently, contractors are mobilizing machinery and manpower to construct 3 shifts/day. Workers eat and sleep at the construction site and construct until 10 pm daily" - Mr. Minh said.
Also according to Mr. Minh, this is a key national transport project built to create new momentum for socio-economic development of Ninh Binh province and the Red River Delta provinces.
Therefore, the province has directed localities and units to strengthen coordination to accelerate the site clearance progress of the project. In which, it is necessary to review the entire site clearance process, focus on coordinating inventory, deploying the construction of resettlement areas, and selecting capable contractors to implement.
Relevant departments and agencies focus on removing difficulties and obstacles, guiding localities to deploy site clearance work to ensure compliance with regulations.
Ninh Binh province has shortened the construction time of the project from 6 years (2024 - 2029) to 3 years (2024 - 2026), therefore, the province has directed to complete site clearance work this year and complete construction in 2026" - Mr. Minh added.
To achieve the above goal, Ninh Binh Provincial People's Committee has assigned specific tasks to each unit, in which the investor and the People's Committees of communes and wards with projects passing through need to focus resources, shorten time, promote site clearance progress, and prioritize resettlement areas.
Party Secretarys and Chairmen of People's Committees of communes and wards with roads passing through must directly direct, register and commit to the site clearance progress in writing to the Provincial People's Committee. This will be the basis for assessing the level of task completion of each leader.

The Department of Agriculture and Environment, the Department of Finance, and the Department of Construction are assigned to support guiding and resolving problems related to compensation, resettlement, handling of small-scale residential land and agricultural land that is difficult to cultivate.
The Provincial Traffic Project Management Board must be fully responsible to the Ninh Binh Provincial People's Committee, assign officials to closely monitor the construction site, and promptly handle difficulties. Direct contractors to work overtime, increase shifts, and supplement human and material resources in sections that have land.
