The Ninh Binh - Hai Phong Expressway Construction Investment Project, the section passing through the old Ninh Binh province (project) has a total length of 25.3km, passing through Yen Thang ward and the communes of Yen Mo, Yen Tu, Khanh Nhac, Khanh Hoi, Khanh Trung, Khanh Thien.
The project is designed with a complete scale of 4 lanes. The total investment is 6,865 billion VND from the central budget and the provincial budget. The project implementation period is from 2024 to 2026. The project is invested by the Ninh Binh Provincial Traffic Project Management Board and has started construction since April 2025.
To date, localities where the project passes through have handed over 16.88/25.3km of site, reaching 67%. Currently, there are 5 resettlement areas serving the project under construction and is expected to be basically completed by October 31, 2025.
Currently, site clearance for the remaining sections is facing some difficulties and problems such as calculating land prices, the authority to grant resettlement land after implementing the 2-level local government, determining the number of people with shared land use rights.
In particular, the process of publicizing resettlement plans, procedures, and compensation plans in land for households is being shortened. In addition, some localities have also developed additional service roads...
Mr. Pham Quang Ngoc - Chairman of Ninh Binh Provincial People's Committee said that this is a national key traffic project built to create new momentum for the socio-economic development of Ninh Binh province and the Red River Delta provinces.
Therefore, the province has directed localities and units to strengthen coordination to speed up the progress of project site clearance. In particular, it is necessary to review the entire site clearance process, focus on coordinating the counting, implementing the construction of resettlement areas, and selecting qualified contractors for implementation.
Relevant departments and branches focus on removing difficulties and obstacles, guiding localities to implement site clearance work to ensure compliance with regulations.
"The project was withdrawn by Ninh Binh province to reduce the construction time from 6 years (2024 - 2029) to 3 years (2024 - 2026), so the province has directed to complete site clearance this year and end construction in 2026" - Mr. Ngoc said.
To achieve the above goal, the People's Committee of Ninh Binh province has assigned specific tasks to each unit, in which the investor and the People's Committees of Khanh Nhac, Khanh Hoi, and Khanh Trung communes need to focus resources, shorten time, promote site clearance progress, and prioritize resettlement areas.
Yen Thang, Yen Mo, Yen Tu communes continue to maintain the achieved results, re-examine the site clearance plan, and promptly hand over the site at the locations of bridges, culverts, and underpasses for people.
The Party Committee Secretary and Chairman of the People's Committee of communes and wards where the road passes through must directly direct, register and commit to the site clearance progress in writing to the Provincial People's Committee. This will be the basis for evaluating the level of task completion of each leader.
The Department of Agriculture and Environment, the Department of Finance, and the Department of Construction are assigned to support and guide, resolve problems related to compensation, resettlement, and handling of small-scale residential land and remaining agricultural land with difficulty in cultivation.
The Provincial Traffic Project Management Board must take full responsibility before the Ninh Binh Provincial People's Committee, assign staff to closely monitor the construction site, and promptly handle difficulties. Direct contractors to work overtime, increase teams, add human and material resources in sections with available land.
Speed up the construction of resettlement areas, striving to complete before November 30, 2025. At the same time, check and add a service road system to ensure connectivity.
