On January 29, Vice Chairman of Hung Yen Provincial People's Committee Lai Van Hoan and Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Cao Son inspected the progress of the Ninh Binh - Hai Phong expressway project (CT.08), the section passing through Ninh Binh province.
At the inspection, representatives of the project enterprise reported on the overall implementation situation. Up to now, the appraisal and approval of technical design documents and estimates have been completed for all 14/14 construction packages. Some construction drawing design items have been approved in a timely manner, meeting the requirements for implementation at the construction site.
For items that need adjustment, Hung Yen Provincial People's Committee has approved the policy of adjusting the design of 3 bridges on the route; currently, the project enterprise is completing appraisal procedures according to regulations.
The contractor selection work is basically completed, consulting, non-consulting and construction packages have been signed contracts, ensuring sufficient conditions to organize construction according to project progress. At the construction site, bomb and mine clearance, terrain survey, geology, and hydrology packages have been completed; construction packages are being deployed simultaneously.
As of January 22, 2026, the production value of the entire project reached about 525 billion VND, of which the section through Ninh Binh province reached 275 billion VND. For bidding packages in Ninh Binh province alone, hundreds of machines and equipment are currently mobilized along with more than 250 engineers and workers, organizing parallel construction for both road and bridge items.
Site clearance work has achieved many positive results, with about 95% of the route length handed over to contractors. Many bidding packages have 100% clean site for construction. However, there are still some obstacles related to residential land and technical infrastructure that localities need to continue to focus on removing.
After actual inspection in the Ninh Co river overpass area, the two Vice Chairmen of the Provincial People's Committee requested relevant departments, branches, and localities to closely coordinate with the project enterprise, accelerate site clearance, and strive to hand over the entire remaining site by mid-February 2026.
At the same time, requesting the project enterprise to urgently complete the material mine procedures, focus manpower and equipment, organize scientific construction, ensure progress, quality, safety and project efficiency in accordance with the direction of the Government and the Prime Minister.
