Since 2019, many households in Man Xa village, Long Chau commune (Yen Phong, Bac Ninh) have agreed to sell their land to Bao Lac spiritual Joint Stock Company (Bao Lac Company) - the owner of Bao Lac Vien cemetery park project in the area.
However, it was also at this time that people's frustrations began to grow when in the same piece of land, only one side of grass was different, and businesses used many negotiation methods to compensate people at different prices, without clear posting.

Mr. Nguyen Van Khang, a resident of Man Xa village, with a plot of rice fields with a red book in the project, approved the sale of the land at 220 million VND/sach in the north at that time.
After receiving money from the business, Mr. Khang was shocked to realize that many people with other land in the village had received another compensation price for their family.
"In the same field, some households were compensated 157 million VND/sao, while others received up to 200 million VND/sao. Our people all have red books on agricultural land, they compensate without any agreed price. Houses are supported with 158 million VND/sao, 20 million is 178 million VND, people are supported with 220 million VND, some houses are 250 million VND/sao in the North", Mr. Khang informed.


In the same situation as Mr. Khang's family, Ms. Nguyen Thi Ly's family also fell into a similar situation when they sold the newly discovered land and discovered that the amount of money they received was not like other people in the village, even though it was rice fields in the same location.
"We are very upset because they have been uncertain since the compensation agreement, businesses and the government have not had any agreed prices. The entire process was done by the company accountant along with the village chief of the previous term, Mr. Nguyen Huu Hoc, to negotiate with the people.
It is worth mentioning that they only gave cash, we received the money without any invoices or documents," said Ms. Ly.
According to information from the people, during the process of negotiating land purchase and compensation for site clearance, the people of Bao Lac spiritual Joint Stock Company directly participated in the stages of the process.

People bid for 15% of land empty-handed because businesses demand land
Mr. Nguyen Van Ket, a resident of Man Xa village, said that his family has been leasing land for more than 20 years, using it for tree planting and fish farming purposes.
Since 2019, when the contract had not expired, Bao Lac Company has reclaimed the land without compensating for the plantations and fish ponds of his family.
"I contracted the land here for more than 20 years, the land area of 15% (the agricultural land is managed by the People's Committee of the commune, accounting for about 15% of the total local agricultural land fund, deducted to serve the common interests of the community) with villages and communes.
People's dissatisfaction increased when at the end of March and the beginning of April 2025, Bao Lac Company began gathering vehicles, equipment and human resources to carry out project construction activities, but according to the people, this unit had not fully fulfilled its compensation obligations. People in Man Xa village have gathered to protest and hinder the company's construction activities.
Regarding this issue, in an interview with Lao Dong, Mr. Nguyen Van Ba, Head of Man Xa Village, informed that local people focused on protesting the project due to disagreements in the work of recovery, compensation and site clearance for the project.

"When I paid the second phase, I was a member of the compensation council. During the drafting session, I agreed with the people of Man Xa village to write down the content of not agreeing to implement this project.
However, for unknown reasons, the relevant units still approve the compensation plan and issue a decision to reclaim the land," said Mr. Ba.
The aspiration of the people of Man Xa village is that if they continue to implement the project, they should be assigned to the People's Committee of the grassroots level (where the land is recovered to implement the project), this is to help the local people enjoy the functions and functions of public land, build public and public works so that people can be used.
The Bao Lac Vien Spiritual Park project is facing many problems related to compensation for site clearance, construction progress and people's consensus.
Resolving disputes, ensuring the rights of the people and complying with legal regulations are necessary for the project to be implemented effectively and sustainably.
Regarding the above issue, in an interview with Lao Dong Newspaper, a leader of Yen Phong District People's Committee affirmed that he had grasped the contents of the newspaper and would have information about the incident in the coming time.
Many issues need to be clarified
Speaking with Lao Dong, lawyer Tran The Anh - Hanoi Bar Association said that according to the 2024 Land Law, the recovery, compensation and site clearance will be based on land location, there needs to be consensus on price and compensation must be publicly posted according to regulations.

"If the two plots of land are in similar locations in terms of land and adjacent to the main road, the compensation price will be equivalent. For projects using land for commercial purposes, investors must proactively negotiate compensation plans with households. If the project serves public interests, national defense, and security, the Provincial Committee will carry out the recovery according to the prescribed unit price.
If it cannot be agreed upon with the people, the government will take action to revoke and apply a unit price with an adjustment coefficient to balance state prices and market prices, in order to harmonize the interests of people and businesses.
However, there are still cases where people lack information and are not allowed to publicize compensation plans. At that time, they are likely to be disadvantaged if the movement is not transparent. Therefore, people need to proactively research, and at the same time, the government must publicly post information about the project and compensation plan.

According to information from the authorities, the Bao Lac Vien Psychology project has been approved by the People's Committee of Bac Ninh Province since 2021, with a scale of about 117ha, including 25ha burial cemetery and 92ha park. The goal of the project is to serve the needs of burial, ash and sell graves to people in the province. However, after more than 3 years, the project is still a vacant lot.
In February 2025, the People's Committee of Bac Ninh province issued an official dispatch to the Chairman of the People's Committee of Yen Phong district, stating that the Chairman of the Provincial People's Committee received a Document from the Inspectorate - Ministry of Natural Resources and Environment transferring the petition of a citizen of Man Xa village, Long Chau commune, Yen Phong district.
The content of the petition reflects that Bao Lac Vien cemetery Park invested by Bao Lac Spiritual Joint Stock Company in Long Chau commune (Yen Phong district) violated compensation and support for households whose land was recovered; the project did not meet the conditions but the investor signed a land use rights transfer contract for customers to build mausoleums and graves.
Chairman of Bac Ninh People's Committee requested the Chairman of Yen Phong District People's Committee to check and settle according to the content of the application, respond to citizens, report to the Inspectorate of the Ministry of Natural Resources and Environment, and the Chairman of the Provincial People's Committee in accordance with the law.
