The thematic meeting held on the afternoon of April 18 chaired by Chairman of Nghe An Provincial People's Committee Le Hong Vinh gave opinions and unanimously approved the draft Project to implement the arrangement of commune-level administrative units and build a model of organizing local government at 2 levels in the province.
According to the plan presented at the meeting, Nghe An currently has 412 commune-level administrative units, including 362 communes, 33 wards and 17 towns. After the arrangement, the whole province plans to have 130 units left, including 119 communes and 11 wards.
To effectively implement, the Provincial People's Committee has directed relevant departments and branches to coordinate in developing a full plan, including: arranging the organizational apparatus, handling headquarters, surplus public assets after the arrangement, developing a roadmap to rearrange the team of cadres and civil servants and a propaganda plan to collect voters' opinions according to regulations.
One of the issues that received a lot of attention at the meeting was the naming of new administrative units after the merger. Chairman of the Provincial People's Committee Le Hong Vinh emphasized: "The new name not only needs to ensure convenience for the administrative transactions and daily activities of the people but also to keep the traditional, historical and local cultural elements.
In addition, the provincial leaders also requested to supplement the plan to arrange working headquarters for new administrative units, ensuring good facilities for the operation of commune-level authorities after the reorganization.
The Chairman of Nghe An Provincial People's Committee assigned districts, cities and towns to urgently study the project, develop a plan to collect voters' opinions, ensure progress and regulations. Gathering public opinion is a mandatory requirement under law, and at the same time, it is a measure of the level of consensus for this major policy.
The provincial People's Committee requires localities to complete the organization of People's Council meetings at commune and district levels to approve the arrangement plan before April 25, 2025. After giving opinions from the People's Council at all levels, the provincial People's Committee will submit the project dossier to the provincial People's Council to verify and approve before sending the Government for consideration before the deadline of 1.5.2025.
