On the evening and night of November 14, following the direction of the Hanoi City Police Department, the Road Traffic Police (CSGT) teams under the Hanoi Traffic Police Department simultaneously deployed inspections and handling of phone use and covering and pasting license plates while driving vehicles.
In fact, in recent times, the situation of drivers deliberately covering, pasting or fading license plates to avoid detection by surveillance cameras and professional technical equipment of the authorities has become quite common.
This behavior not only violates the law but also makes it difficult to control, handle violations and investigate traffic accidents.
In addition, using a phone while driving is considered one of the leading causes of traffic accidents.
Just a few seconds of distraction when looking at the phone screen can also cause the driver to not be able to handle the situation in time, endangering himself and those around him.
Recorded at the Ton Duc Thang - Cat Linh intersection (Hanoi), in just a short time of deploying the task, the working group of Road Traffic Police Team No. 3 - Hanoi Traffic Police Department discovered a series of violations.
Most of these are cases of driving motorbikes with covered license plates. Notably, in the 3 cases with the above behavior, there were 2 people who were technology motorbike taxi drivers.
"I use a mask to cover the sign to avoid recording photos of fines, because sometimes when there are traffic jams, I climb onto the sidewalk to go. I commit not to repeat the offense, this is a great lesson for me", Mr. P.T.L (a technology motorbike taxi driver) shared.
In some other cases, they blamed objective factors, such as having young children in the boarding house to stick to it, or seeing it beautiful, they stuck it instead of thinking about it as a violation. Of course, all violations are strictly handled according to regulations, "no forbidden areas, no exceptions".


Along with that, the working group also conducted mobile patrols, promptly detecting a number of cases of using phones while driving.

According to statistics from the Hanoi Traffic Police Department, during the evening and night of November 14, the authorities handled 116 cases, fined about 336.6 million VND, temporarily detained 19 vehicles and deducted driving license points for 79 cases.
In which, violations related to license plates include 74 cases of motorbikes (not having license plates; license plates with unclear numbers, covered/stamped; license plates with curves, changes in shape and color; license plates not properly registered or not issued by competent authorities);
Using a phone while driving a vehicle includes 42 cases of motorbike control.

According to the Hanoi Traffic Police Department, the patrol, control and handling of violations of traffic order and safety has always been of interest to the City Police Department, directed by the City Police Department, and implemented by the Traffic Police force regularly and continuously.

The Hanoi Traffic Police Department recommends that ensuring order and safety of road traffic is the responsibility of agencies, organizations and individuals. Traffic participants must strictly comply with the provisions of the law, not use a phone while driving; do not cover, paste, or obscure license plates.
At the same time, each person needs to be responsible for keeping themselves and other road users safe.
According to Decree 168/2024/ND-CP, the act of using a hand-held phone or other electronic device while driving a vehicle on the road will be fined from 4 to 6 million VND for car drivers, and from 800,000 to 1 million VND for motorbike and moped drivers.
In case of violation causing traffic accidents, the fine will increase from 20 - 22 million VND for car drivers and from 10 - 14 million VND for motorbike and moped drivers. In addition to the fine, the violator will also have his/her driving license points deducted according to regulations.
