Voters in Vinh Tuy ward have recently proposed that the Hanoi People's Committee have a special mechanism to clear land areas that do not have enough area and do not meet the conditions for houses in the Tam Trinh road expansion project.
Regarding this, the Hanoi People's Committee said that the provisions of Clause 7, Article 91 of the 2024 Land Law clearly state: "When the State reclaims land according to the provisions of Articles 78 and 79 of this Law, and the remaining area of the land plot after reclaiming is smaller than the minimum area according to the provisions of the Provincial People's Committee on the minimum area in Clause 2, Article 220 of this Law, if the land user agrees to reclaim the land, the People's Committee at the competent level will decide to reclaim the land and carry out compensation, support, and management of this land area according to the provisions of law. The compensation and support costs in the case of land recovery prescribed in this clause shall be included in the compensation, support and resettlement costs of the investment project". The authority to reclaim land according to Clause 7, Article 91 of the 2024 Land Law belongs to the Chairman of the People's Committee at the commune level.
Thus, if the land user agrees, the Chairman of Vinh Tuy Ward People's Committee will organize land recovery and compensation and support according to regulations.
In August 2024, the Tam Trinh road expansion project (old Hoang Mai district) restarted after many years of difficulties in site clearance (GPMB). At this time, a part of the clean site was handed over by the investor to the contractor to implement the project.
However, according to the reporter's records in mid-November 2025, the Tam Trinh road expansion project is still being constructed at a slow pace, causing chaos in each " sticky rice and bean" section.
The Tam Trinh road project is more than 3km long, passing through Hoang Mai, Vinh Tuy and Tuong Mai wards (new) with a total area requiring site clearance of more than 72,444m2, involving 1,594 households and 21 organizations.
Hoang Mai ward was assigned by the city as the investor, a key area of this project, accounting for more than 60% of the entire project area with 45,280m2 requiring site clearance, involving 1,337 households and 4 organizations.
The project started in 2016, and so far only about 48% of the area has been handed over. Currently, localities are making efforts to complete the site clearance work in the second quarter of 2026.
