On July 30, at the 4th Session of the 11th Da Nang City People's Council, the City Vietnam Fatherland Front Committee (VFF) transferred to the City People's Council and People's Committee many recommendations directly related to people's lives, notably resettlement, social housing, sidewalk livelihoods and domestic water prices.
Ms. Nguyen Thi Thu Lan - Standing Vice Chairwoman of the Vietnam Fatherland Front Committee of Da Nang City - said that through monitoring and voter feedback, in many localities, people have complied with the policy and handed over land many years ago, but so far they have not been allocated resettlement land to stabilize their lives.
Meanwhile, when land is allocated, land use fees are calculated according to the current time, causing the amount of money people have to pay to be significantly higher, so many families face difficulties and cause frustration.
The city needs to publicize the completion progress of each resettlement project, accelerate the issuance of land use right certificates and hand over actual land to people; not to affect the legitimate rights of people," Ms. Lan emphasized.
The City Fatherland Front also proposed to review investment projects that use land but are under construction for a long time. In fact, many areas have not completed site clearance, and the infrastructure inside the project cannot be connected to the general infrastructure, affecting people's lives and business.
Many customers who bought land in projects have waited for many years but have not yet been handed over land use right certificates, leading to disputes, lawsuits and the risk of insecurity and social disorder.
Besides resettlement, the demand for social housing and worker housing in Da Nang is also assessed as very large. Many workers and laborers have to rent rooms in cramped conditions, lacking essential services, while the supply of social housing is still limited and the appraisal procedures are complicated.
The City Fatherland Front proposed that the People's Council study policies to support loan interest rates, encourage businesses to invest in worker dormitories; and consider converting the function of some redundant headquarters in suitable locations to supplement the supply of social housing.
The restoration of sidewalk order is also agreed upon by voters but is strongly impacting the livelihoods of a part of the population, especially small traders, freelancers and people in difficult circumstances.
According to Ms. Thu Lan, the city needs to plan concentrated business areas, people's markets and trading points suitable to the characteristics of each area.
Solutions must ensure state management requirements but at the same time solve immediate jobs for vulnerable people," Ms. Lan stated her point of view.
Another issue that voters are concerned about is the difference in domestic clean water prices between the old Da Nang area and the old Quang Nam area after the merger. The Fatherland Front proposed that the City People's Committee soon study a unified price level, ensuring fairness and harmony of people's interests throughout the area.
Before the 2026 rainy and storm season, the city is also requested to review the hydropower reservoir operation plan, publicize information to people in downstream areas; improve early warning capacity and fully prepare human resources and rescue vehicles at the grassroots level.
The 4th session of the Da Nang City People's Council takes place in two days, July 30 and 31, considering more than 40 resolutions on public investment, planning, housing, education, health and social security.
This is also the session to organize the first question-and-answer session after Da Nang implemented the two-level local government model. The Chairman of the City People's Council requested agencies to directly answer issues of concern to voters, clearly define responsibilities, solutions and timelines for overcoming them.
