The conflict situation in the Middle East region continues to be complicated and tends to escalate, seriously affecting maritime safety and security in the region.
In order to proactively prevent and respond promptly to potential risks, ensure absolute safety for Vietnamese ships operating on international routes and Vietnamese crew members working on foreign ships traveling through the Middle East region, the Vietnam Maritime and Waterway Administration requests agencies and units to seriously implement the following contents:

Regularly monitor and update the military conflict situation in the Middle East region; fully update safety warnings and information from maritime authorities of countries, the International Maritime Organization (IMO) and other official sources.
Proactively assess risks, promptly adjust operating plans, alternative sea transport route plans (if necessary) to ensure absolute maritime safety for ships and crew members on board.
Deploy the highest security measures according to the maritime security plan; maintain smooth communication, ensure timely location reporting, ensure the AIS system operates accurately and be ready to turn off or adjust according to the instructions of the maritime authorities to avoid the risk of misidentification, closely monitor NAVCENT's information bulletins for seafarers.
Implement measures to ensure maritime safety and security for ships and crew members operating in the Middle East region.
Review and update information about ships and crew members working on ships operating in the area affected by the Middle East war; proactively contact the Vietnamese Embassies in the Gulf region, the Vietnam Maritime and Waterway Administration (hotline: Department of Transport, Safety and Transportation, HHĐTVN, phone number: 0904 67 89 78/0945 29 65 95) for guidance and emergency support.
Proactively assess and prepare response scenarios to the risk of continued sharp increases in oil prices; increased freight rates, costs and surcharges,...; develop prevention and adaptation plans to limit risks in trade and international transport; ensure smooth supply chains and sea transport operations, without interruption.
Associations need to closely monitor the developments of the situation, regularly exchange with relevant state management agencies to update information to members to proactively plan production and business; develop scenarios to minimize negative impacts on production and business, supply chains and sea transport activities due to tensions from the current conflict in the region and plans to proactively respond to similar incidents and situations in the future.
Port authorities under the Department implement recommendations to relevant businesses, organizations, and individuals on the implementation of measures to ensure safety for ships and crew members on ships when operating in areas affected by conflicts in the Middle East.
Assign the Transport - Safety and Vehicles Department and the International Cooperation-IMO Department, Vietnam Maritime and Waterway Administration to be the focal points, chairing the monitoring of the situation, closely coordinating with relevant agencies and units to advise the Department's leaders to promptly have necessary leadership and direction documents to ensure absolute safety for ships and crew members working on ships operating in conflict zones in the Middle East.
