The Government Inspectorate has issued a plan to assign the Department of Inspection, Complaints and denunciations of Culture, Sports, Tourism and diplomacy (Department XI) to conduct an inspection of Hue City with 2 contents: Inspection of compliance with the law in receiving, managing and using the Hue Heritage Conservation Fund from 2022 (from the establishment of the Fund) to 2025 and Inspection of the implementation of the master plan for the development of national tourist areas from 2018 to June 2025.
The inspection period is 60 days, the inspection is expected to be implemented in the third quarter of 2026.
The information of the inspection of the Hue Heritage Conservation Fund has received much attention, because recently, incidents of constructions in the Hue Monuments Complex being damaged have caused public outrage.
Most recently, the "Thanh Duc Than Cong Bi Ky" stele, nearly 2.8 m high, weighing 7 tons, located in the tomb of King Khai Dinh, was found being violated with hundreds of lines and symbols engraved with sharp objects overlapping with Han on the stele on both sides.
Previously, typical cases were: The "Khiem Cung Ky" stele in the Mausoleum of King Tu Duc was engraved with sharp letters; the bell, stone stele and turtle apricot statue in Thien Mu pagoda were painted with red books; The Hue Imperial Citadel's embankment has many times had engraved and unfinished symbols; Phu Van Lau's name is engraved on the pillars by tourists. And most seriously, the throne at Thai Hoa Palace was broken by a man last May.
The Hue Heritage Conservation Fund was established in 2022. Decree No. 84/2022/ND-CP on the establishment and operation regulations of the Hue Heritage Conservation Fund clearly states:
The Hue Heritage Conservation Fund is a national fund established by the Government and assigned to the People's Committee of Thua Thien Hue province for direct management, in order to mobilize resources to invest in the restoration, preservation and development of Hue heritage values and invest in works and items that have not been allocated funding from the state budget or have not been allocated enough funding.
The Fund is responsible for receiving, managing and using the Fund's financial resources according to regulations; financing projects, investing in the restoration, conservation and development of Hue heritage values and investing in works and items that have not been invested by the state budget or have not been invested enough...
The Hue Heritage Conservation Fund has legal status, its own seal and is allowed to open a deposit account for capital originating from the state budget at the State Treasury and open a deposit account for capital of organizations, businesses, and individuals sponsored at the State Treasury or commercial banks according to the provisions of law.
