On January 7, the Da Nang City Portal informed about the fact that in recent days, information has spread in some communes about "temporarily stopping the payment of social allowances to people enjoying social policies of Quang Nam province (old) causing difficulties for people".
According to the City Electronic Information Portal, Da Nang City has no policy of temporary suspension. The implementation of social assistance policies in the city is still complete, timely, and in accordance with regulations according to Resolution No. 41/2025/NQ-HDND dated December 11, 2025, effective from January 1, 2026.

Specifically, in the past time, the implementation of State regimes and policies in the field of social assistance in accordance with the Resolutions of the People's Council, Decisions of the People's Committee, Chairman of the People's Committee of Quang Nam province and old Da Nang city has supported and helped hundreds of thousands of children, people in particularly difficult circumstances, people with disabilities, the elderly... in the community and in social assistance facilities.
At the same time, the specific policies of the 2 provinces and cities have supported the treatment, reception, management, care, nurturing or bringing back to reunite with families of hundreds of thousands of people with dangerous diseases, street beggars, distorted beggars, street mentally ill people... who are promptly protected, supported in prevention, reduction of harm, and integration with the community.
The effectiveness of the above-mentioned regimes and policies has made an important contribution to ensuring political security, social security, and economic development of the two provinces and cities.
After merging Da Nang and Quang Nam, the city has reviewed the old social assistance policies because some legal bases have expired, are still overlapping, not synchronized and do not fully cover the groups of subjects.
The Da Nang City People's Council has just issued Resolution 41 on a number of social assistance policies in the city.
Resolution 41 stipulates 5 levels of social assistance and takes effect from January 1, 2026. The total annual implementation cost is about 242 billion VND from the state budget and other legal sources.
