Article 4 of Resolution 63/2025/NQ-HDND of the Hanoi People's Council (effective from January 1, 2026) stipulates:
Monthly social allowances for the elderly in the community
1. Subjects receiving allowances: Elderly people belonging to poor households, near-poor households, no one with the obligation and right to support or having people with the obligation and right to support (including: wife, husband, children) but this person is not of working age or is of working age but is unable to work or is receiving monthly social allowances.
2. Monthly social allowance coefficient:
a) Elderly people from 60 years old to under 80 years old: 1.5
b) Elderly people aged 80 and over: 2.0
At the same time, according to Clause 1 and Clause 3, Article 2 of Resolution 63/2025/NQ-HDND, it is stipulated that:
National standard level of social assistance
1. The standard level of social assistance for Hanoi city is 650,000 VND/month.
2. The standard level of social assistance is the basis for determining: monthly social allowance; level of financial support for care and nurturing; level of nurturing allowance in public social assistance facilities under the management of the Department of Health; other levels of social assistance.
3. Monthly social allowance level: equal to the standard level of social assistance prescribed in Clause 1, Article 2 multiplied by the corresponding coefficient of each subject prescribed in Articles 3, 4, 5, 6 of this Resolution.

Thus, in the case of elderly people aged 80 and over who are poor households, near-poor households, have no one with the duty and right to support or have people with the duty and right to support (including: wife, husband, children) but this person is not of working age or is of working age but is unable to work or is receiving monthly social allowances, they are allowed to receive monthly social allowances with a coefficient of 2.0 or 1.3 million VND/month (the standard level of social assistance is 650,000 VND/month).
