The City People's Committee issued Decision No. 873/QD-UBND dated August 5, 2025 approving the plan to cut and simplify administrative procedures related to production and business activities under the management of Da Nang City in the fields of: telecommunications and internet; information technology, electronics; science and technology activities; corporate finance; offices.
According to the decision, the city abolishes the procedure for Confirming the agreement on the location of the telecommunications broadcasting station with a bulky ten-rolled aerial and shortens the time to handle a series of procedures.
Specifically, for the field of science and technology, the time for handling procedures for Appraisal of Support Request according to Resolution 270/2019/NQ-HDND is reduced by 10 days (from 30 to 20 working days); procedures for partial support for the cost of hiring highly qualified human resources for strategic partner enterprises is reduced by 3 days (from 15 to 12 days).
Procedures for confirmation as a strategic partner in the field of semiconductor microchips and artificial intelligence reduced by 5 days; procedures for supporting assets of information infrastructure reduced by 6 days; Confirmation of semiconductor microchip enterprises and artificial intelligence reduced by 10 days.
The fields of research, measurement standards, quality and innovation startup support were also significantly reduced: procedures for considering support for research and implementation activities, technology transfer reduced by 12 days.
Procedures for considering support for standard activities, measuring and quality have decreased by 12 days; procedures for reviewing documents to support creative startup projects (pre- incubation, incubation, acceleration or business development phase) have decreased by 18 days; procedures for evaluating, accepting results of support for creative startups and confirming innovative startup activities have decreased by 9 days.
Notably, the Testing License procedure has controlled new technology solutions to reduce by 25 days (from 89 to 64 days), the testing extension procedure has been reduced by 10 days, the funding support procedure for leasing assets for scientific and technological infrastructure has been reduced by 9 days. Procedures for approving interest rate support for projects reduced by 7 days (from 40 to 33 days).
In addition to shortening the time, the City People's Committee also abolishes special administrative procedures for allowing the establishment or termination of branch and representative office activities or conversion between these two types.
The City People's Committee assigned relevant departments, branches, sectors and units to organize and implement synchronously, ensuring that the plan to cut and simplify administrative procedures is effectively applied, contributing to creating a favorable environment for businesses, promoting the socio-economic development of Da Nang.
