On September 13, Colonel Tran Huu Ich - Commander of the City Military Command (CHQS), Deputy Head of the Civil Defense Command of Da Nang City - directly inspected civil defense, disaster prevention and control and search and rescue work in Dien Ban and Dien Ban Bac wards.
These are two key areas, often heavily affected by rain and floods, with many areas facing the risk of deep flooding, being cut off and isolated for a long time.
Through the inspection, Colonel Tran Huu Ich emphasized the importance of changing thinking in disaster prevention and control. Localities must not wait for natural disasters to arrive to find ways to cope but must proactively adapt early and remotely. All preparations for forces, vehicles and materials must be thoroughly implemented based on the motto "four on-the-spot".
Localities need to carefully review each residential area, each household located in dangerous areas to proactively develop protection plans. The determination of evacuation locations, mobile routes as well as the arrangement of responsible forces must be completed before heavy rain and floods occur.
In particular, the population evacuation plan needs to be flexibly applied between centralized and interspersed forms to be close to actual conditions, ensuring readiness to respond in situations of deep flooding and being divided for many days.
To overcome the situation of traffic being completely cut off in the heavy flood, the City Military Command has directed to bring canoes to be on duty in villages and residential groups at risk of deep flooding.
In addition, the forces also proactively develop plans to apply unmanned aerial vehicles (UAVs). The flight path of this vehicle is pre-programmed to serve reconnaissance, search and rescue work as well as timely transportation of necessities to isolated areas that cannot be accessed by road.
Learning from the experiences of floods before some medical facilities fell into isolation, the City Military Command requested localities to closely coordinate with hospitals in the area to develop scenarios for supplying food, drinking water, medicine and gasoline to run generators. The top goal is to continuously maintain medical examination and treatment activities for the people.
Localities also need to proactively sign principle contracts with supply units, arrange logistics areas to fully reserve food, drinking water, gas, fuel and essential goods.
In addition to the synchronous involvement of departments, branches and local shock forces, propaganda work needs to be promoted so that people in flood-affected areas can proactively reserve essential goods, protect property and firmly grasp safe evacuation routes.
