Although Da Nang's GRDP for the whole year 2025 is estimated at 9.18%, maintaining a fairly good growth rate, the city still did not complete the set plan. The direct reason is that in the fourth quarter of 2025, growth only reached 7.23% - the lowest level in the year. Along with that, as of the end of December 31, 2025, the city's capital disbursement plan only reached 12.6 trillion VND, equal to 75% of the plan assigned by the Prime Minister.
The report of the City People's Committee identified obstacles in site clearance, land valuation and legal documents as the reasons why dynamic and key projects have not ensured progress. Along with that, the situation of scarcity of soil and sand materials is serious. Although the city has 93 valid mineral exploitation licenses, in reality, they still do not meet the needs of key projects such as Lien Chieu Port and inter-regional roads.
The implementation of merging administrative boundaries with Quang Nam province from July 1, 2025 and the implementation of the 2-level local government model also poses challenges. The reorganization of the organizational apparatus and project management boards in the transition period has affected the direction, administration and organization of project implementation on the ground.
In 2026, Da Nang sets a target for economic growth rate (GRDP) of 11% or more. To achieve this target, the city strives for the disbursement rate of public investment capital to reach at least 95% of the assigned capital plan.
This locality has also implemented solutions to remove difficulties in land procedures for 2,035 projects and land areas with a total area of more than 4,000 hectares. Key projects such as: Lien Chieu port (common infrastructure part), renovation of National Highway 14E and the Hoi An coastal erosion control project are focused on accelerating construction progress.
The city also determines to thoroughly handle the shortage of construction materials. At the same time, implement capital transfer from slow-progressing projects to projects with good capital absorption capacity to ensure budget efficiency.
