According to information from the Department of Construction of Da Nang City, the project to renovate and upgrade National Highway 14E section Km15+270 - Km89+700 (old Quang Nam province) was initially approved for implementation in the period 2022-2025. The project is invested by the Vietnam Road Administration, Project Management Board 4 is the management unit.
However, due to practical problems, the project could not reach the finish line on schedule in 2025.
According to the report of Project Management Board 4, as of the end of November 2025, site clearance (GPMB) of the project has reached 98.53%, equivalent to receiving 70.33/71.38km.
Although the handover rate is high, the project is still "stuck" in some local locations due to technical infrastructure obstacles that have not been relocated. Among them, there are 2 major bottlenecks directly affecting construction work: the railway overpass area (belonging to Thang Binh commune) and the Viet An bypass.
In addition, the complicated weather dien bien, especially the floods in 2025, is also an objective reason for the construction progress being interrupted, not ensuring the initial plan.
Faced with this situation, on November 28, 2025, the Ministry of Construction issued Decision No. 2180/QD-BXD approving the adjustment of the project implementation time extending to October 2026.
To accelerate the progress and bring the project to completion soon according to the new timeline, site clearance work is being drastically directed by local authorities.
Da Nang City People's Committee issued an official letter dated December 2, 2025, assigning the Land Fund Development Center to preside over and closely coordinate with Project Management Board 4 and People's Committees of related communes (Thang Binh, Dong Duong, Viet An, Hiep Duc).
Units are required to urgently review and develop detailed plans to remove obstacles. The goal is to completely complete compensation, site clearance and hand over the entire remaining area to the Investor before January 31, creating a construction momentum for 2026.
