On the morning of July 7, at Da Nang Economic, Financial and Technology Week 2026, the issue of promoting linkages between the State, training institutions and businesses to develop high-tech human resources received deep attention and discussion from managers, experts and the business community.
The Fourth Industrial Revolution and the strong development of high-tech industries such as semiconductor, artificial intelligence (AI), biotechnology and automation are requiring the labor force to have deep professional skills and quick adaptability. This is creating no small pressure on the vocational education and higher education system in Vietnam in general, and Da Nang city in particular.
In the trend of shifting to the digital economy, the quality of high-tech human resources plays a decisive role in national and local competitiveness. However, the gap between theoretical training programs at many training institutions and the practical needs of businesses is still a major challenge. Finding solutions to connect and minimize this mismatch is an urgent requirement to unlock development resources for the city.
Mr. Le Ngoc Quang - Secretary of the Da Nang City Party Committee - emphasized the importance of innovating the growth model based on knowledge and science and technology. He said that establishing and effectively operating a cooperation mechanism between the State, training institutions and businesses is considered a practical solution to optimize social resources, closely following the actual requirements of the modern labor market.
Building an innovative, semiconductor technology and digital economy ecosystem needs to take human resources as the core foundation. Close coordination between parties will help create the most practical learning and working environment for workers" - Mr. Le Ngoc Quang affirmed.
Mr. Thai Thanh Quy - Standing Deputy Head of the Central Policy and Strategy Committee - said that human resource policies need to be designed synchronously, accompanied by breakthrough pilot steps. The role of the State is to create a business environment, create policy testing mechanisms to minimize risks for innovation activities.
The digital economy is the driving force, the digital society is the foundation, and people are the center. We must consider science and technology, innovation, digital transformation and data as the foundational infrastructure of the new development stage. A good institution must not only ensure order but also encourage new things, protect property rights, legitimate business freedom and investor confidence" - Mr. Thai Thanh Quy emphasized.

To solve the bottleneck in human resources, Da Nang is gradually taking advantage of specific mechanisms and policies empowered by the Central Government to form a technology and artificial intelligence ecosystem and green the economy.
Many business representatives participating in the conference week assessed that the State's proactive role as a bridge helps training institutions closely grasp the actual recruitment needs, minimize costs and retraining time after recruitment. Conversely, students also have the opportunity to access the real-world environment of businesses early from when they are in school.
