The El Nino phenomenon increases the risk of intense heat, water shortage, drought, saltwater intrusion, forest fires, directly affecting production, livelihoods and people's lives.
Extreme phenomena such as strong storms, localized heavy rains potentially cause flash floods, landslides, urban flooding, dam and dyke incidents. Therefore, absolutely do not be subjective with any scenarios, prepare for worse, faster, wider, and more complicated situations to proactively respond, not be passive or surprised.
Regarding the guiding viewpoint, the General Secretary and President requested that protecting people's lives is the highest requirement, in which the top priority is vulnerable groups, including: the elderly, children, pregnant women, people with disabilities, patients, poor households, and lonely households.
Disaster prevention and control must be directly linked to the goal of sustainable growth and development. Therefore, planning and infrastructure works need to be built and upgraded with high level of disaster resistance.
Taking grassroots levels as a foundation, ensuring they are suitable for the reality of each locality. Avoid the situation of assigning responsibilities to grassroots levels according to the "four on-the-spot" motto, but not arranging enough manpower, means, and support mechanisms.
Reorganize the "four on-site" motto based on reviewing on-site forces in each commune, village, and hamlet, especially young people, people with machinery and vehicle operating skills.
Establish inter-commune and inter-regional coordination mechanisms according to river basins, downstream areas of reservoirs, coastal areas, areas at risk of landslides, deep flooding, and fragmentation; clearly identify central communes, gathering points for forces, materials, vehicles, evacuation routes, shelters and cross-section support plans between communes, between key areas and safer areas. When the situation exceeds the grassroots capacity, there must be provincial-level mobile forces, army, and police support.
Tighten discipline and order, associated with the responsibility of the head if lax management of the area occurs, leading to violations such as: Deforestation, encroachment on streams, leveling ponds and lakes, illegal sand mining, construction in flood drainage corridors, slow warning, slow evacuation...
Tighten discipline, strictly handle violations in the fields of planning, construction, natural resources and environment, not to increase risks to the lives and property of the people; consider the responsibility of the head if management is lax, allowing prolonged violations to cause consequences.
Have a plan to conduct specialized inspections in high-risk areas on risk maps, household lists, shelters, material warehouses, shock forces, power outage contingency plans, communication, school protection, hospitals, industrial parks, and production areas.
The Ministry of National Defense and the Ministry of Public Security prepare forces, vehicles, and rescue plans, evacuate people, and ensure security and order.
The Ministry of Finance presides over advising to ensure appropriate resources and financial mechanisms, prioritizing timely prevention and response, quickly overcoming the consequences of natural disasters and restoring livelihoods and production.
The Ministry of Construction reviews construction regulations and standards, urban drainage, safe housing, and resistance infrastructure.
Relevant ministries and sectors ensure electricity, water, telecommunications, transportation, health, education, and essential goods in all situations. Provinces and cities are directly responsible in the area; provincial-level Party secretaries and People's Committee chairmen directly direct and inspect key areas. Commune level must firmly grasp the people, firmly grasp the area, firmly grasp the risks.
