Da Nang reclaims fields after floods, tightens management of excess sand and soil

On December 3, the People's Committee of Da Nang City announced that it had just issued Official Letter No. 4436/UBND-NNMT assigning functional departments, branches, sectors, People's Committees of communes and wards to carry out tasks related to land treatment, sand filling, and agricultural production recovery after natural disasters.

The City People's Committee requested the People's Committees of communes and wards to urgently mobilize people to dredge, repair, and renovate fields for landslides and light silting to organize production in the 2025-2026 Winter-Spring crop.

For large areas of landslides and filling, the People's Committees at the commune level are assigned to develop a renovation plan, appraise and approve it for implementation before December 5, 2025; funding from the city budget to support localities to overcome damage after natural disasters.

The People's Committees of communes and wards are responsible for organizing the management of excess sand and soil during the process of field renovation to serve public investment projects and works in communes, wards and cities; absolutely do not organize the purchase and sale of this excess land and sand or transport it outside the locality.

The City People's Committee assigned the Management Board of Investment and Construction Projects of Civil, Industrial and Infrastructure Works of Da Nang to proactively work with localities to receive the handover of excess sand and soil during the process of renovating rice fields to serve public investment projects in the city.

The City-understanding Investment Project Management Board is responsible for proactively coordinating with the Da Nang Civil, Industrial and Infrastructure Investment Project Management Board, People's Committees of communes and wards with excess sand due to filling to receive the volume of soil and sand according to the unit's needs to ensure the progress of construction and disbursement of works.

The City People's Committee assigned the Department of Finance to inspect and review additional support funds for localities to promptly organize implementation to ensure; at the same time, supplement funding for the Management Board of Investment and Construction Projects for Civil, Industrial and Technical Infrastructure to organize the exploitation and transportation of the entire excess sand volume to serve the city's public investment projects.

Assign the Department of Construction to organize inspections of traffic works affected by storms and floods according to the requests of communes and wards, synthesize reports, and propose early handling measures.

The Department of Agriculture and Environment is responsible for assigning the Agricultural Extension Center and the Department of Crop Production and Plant Protection to organize guidance and support for the People's Committees of communes and wards to renovate and restore production; at the same time, coordinate with the Management Board of Investment and Construction Projects for Civil, Industrial and Technical Infrastructure Works, People's Committees of communes that have reclaimed excess soil and sand due to filling during the implementation process.
