The Government issued Resolution No. 336/NQ-CP dated October 18, 2025 implementing Resolution No. 219/2025/QH15 dated June 27, 2025 of the National Assembly on the investment policy for the Quy Nhon - Pleiku expressway construction investment project.
The Resolution clearly states: The implementation of the Quy Nhon - Pleiku expressway construction investment project (project) decided by the National Assembly on the investment policy in Resolution No. 219/2025/QH15 ensures compliance with legal regulations, progress, quality of works, strict management and use of capital to be economical, effective, public and transparent.
The project has a total length of about 125km. The total preliminary investment of the project is 43,734 billion VND. The project is expected to be completed in 2029.
Regarding the order, procedures, authority to appraise and decide on project investment, the Government requests the Chairman of the Gia Lai Provincial People's Committee to exercise the authority of the person deciding on investment, organizing the preparation, appraisal of feasibility study reports and decision approving the project according to the provisions of Clause 1, Article 3 of Resolution No. 219/2025/QH15.
Organize the appraisal and approval of the results of the appraisal of environmental impact assessment reports of component projects under the authority of the Minister of Agriculture and Environment in accordance with the provisions of law.
The Chairman of the Gia Lai Provincial People's Committee and the head of the competent authority shall apply the form of bidding for packages under the project, including packages for compensation, support and resettlement as prescribed in Clause 3, Article 3 of Resolution No. 219/2025/QH15.
Regarding mineral exploitation, the Government requires implementation according to the provisions of Clause 3, Article 3 of Resolution No. 219/2025/QH15.
The Government assigns the Ministry of Finance to preside over and coordinate with localities to advise the Government to balance and allocate sufficient central capital to implement the project; guide and resolve according to its authority or advise the Government and the Prime Minister to remove difficulties and obstacles (if any) related to the selection of contractors to implement the project.
The Ministry of Finance coordinates with the Ministry of Construction to develop a plan to recover investment capital for the project to repay the central budget and local budget according to the project investment contribution capital to ensure the accuracy of data related to the project.
The Ministry of Agriculture and Environment organizes appraisal and decides to approve the results of appraisal of environmental impact assessment reports of component projects or authorizes the Chairman of the Gia Lai Provincial People's Committee according to the provisions of law, meeting the progress requirements of this Resolution.
Preside over and coordinate with relevant ministries, branches and localities to issue documents guiding localities and contractors on the implementation of specific mechanisms for exploiting minerals for common construction materials as prescribed in Clause 7, Article 3 of Resolution No. 219/2025/QH15 according to their authority.
The Ministry of Construction shall preside over and coordinate with the Ministry of Finance, relevant ministries, branches and localities to develop a plan to recover project investment capital to repay the central budget and local budget according to the project investment contribution capital to ensure the accuracy of data related to the project.
The Government requires the People's Committee of Gia Lai province to take full responsibility for the progress, quality, and efficiency of the project for component projects under its management; absolutely do not let negativity or waste occur, causing loss of state assets.
