Mountainous youth hope to access policies
At the dialogue program between Da Nang City leaders and youth delegates in 2026, which just took place on August 25, delegates directly raised issues arising from grassroots practice. From there, proposed solutions to promote the role of youth in socio-economic development in mountainous communes that are still facing many difficulties.
Delegate Le Thi Anh, Secretary of the Youth Union of Lanh Ngoc commune, Da Nang city, mentioned the implementation of Resolution No. 17/2026/NQ-HDND dated May 29, 2026 of the City People's Council on policies to support agricultural and rural development in the period 2026 - 2030.
According to the delegate, the Resolution is expected to create an important driving force for agricultural development towards modernity and sustainability.
Delegate Anh also added that Lanh Ngoc commune, Da Nang City is a mountainous area with great potential for developing garden economy, forest economy, pharmaceuticals, fruit trees and animal husbandry.
A large number of union members and youth are ready to promote their pioneering role, boldly start businesses, establish businesses and participate in local economic development.
However, so far there has been no specific guidance document for implementation, so young people are still confused about the conditions, procedures, dossiers, and procedures to access and enjoy support policies.
From this reality, delegate Le Thi Anh requested city leaders to provide solutions to soon issue guidelines for implementing policies in a specific, unified, and simplified direction.
Create the most favorable conditions for union members, youth, production households and cooperatives, especially in mountainous communes, to easily access, register and enjoy policies.
Completing guidelines to ensure policies reach the right people
According to the content of the answers at the program, representatives of the leaders of the Department of Agriculture and Environment of Da Nang City said that the Department has advised the City People's Committee to issue policies to support agricultural and rural development in Da Nang City in the period 2026 - 2030. The Department also proposed the need for funding for implementation.
Currently, the Department of Agriculture and Environment is presiding over and coordinating with relevant agencies and units to urgently review the contents of the Resolution. Complete the draft implementation guidelines, ensuring specific, clear, unified regulations, suitable to actual conditions and in accordance with legal regulations.
At the same time, advise the City People's Committee to issue a document to serve as a basis for organizing implementation in the area.
In the guiding document, the Department will specifically guide the order and administrative procedures for implementing support policies. Clearly define the composition of dossiers, receiving agencies, appraisal agencies, competent authorities and responsibilities of each agency, unit, and locality.
After the guidance is issued, the Department of Agriculture and Environment will coordinate with localities to organize propaganda, dissemination, and implementation guidance to the grassroots level, especially in mountainous communes.
At the same time, monitor and summarize difficulties and obstacles arising during the implementation process to promptly advise competent authorities to consider and resolve.
