On February 20, the People's Council of Da Nang City approved a proposal to partially abolish the Regulations on policies for developing high-quality human resources in the public sector of Da Nang City issued with Resolution No. 107/2017 dated July 7, 2017 of the City People's Council.
According to the submission, on July 7, 2017, the City People's Council issued Resolution No. 107/2017 on the Policy on developing high-quality human resources in the public sector of Da Nang City to implement the Project on developing high-quality human resources in the public sector of Da Nang City by 2020, unifying activities to attract, train and foster high-quality human resources in the city.
In which, there is a provision: "For some specific job positions that are difficult to attract in addition to the above support, additional funding will be supported. The support level is decided by the City People's Committee after consulting with the Standing Committee of the City People's Council but not exceeding 200 times the basic salary".
However, according to the conclusion of the Ministry of Justice's Interdisciplinary Inspection Team on the work of inspection, review, and systematization of legal documents in Da Nang city, it is stated: "The regulation of the City People's Committee deciding after consulting the Standing Committee of the City People's Council on the level of additional funding support is also not in accordance with the authority and responsibility of the Standing Committee of the Provincial People's Council in the 2015 State Budget Law and Clause 3, Article 6 of the Law on Organization of Local Government 2015 (amended and supplemented in 2019)".
Therefore, the partial lifting of the Regulations issued with Resolution No. 107/2017 is necessary to ensure the provisions of the 2015 State Budget Law and the 2015 Law on Organization of Local Government (amended and supplemented in 2019).
At the announcement ceremony to establish the organizational apparatus and cadres leading and managing agencies and affiliated units on the same day, Mr. Nguyen Van Quang - Secretary of the Da Nang City Party Committee welcomed the streamlining of the administrative apparatus and requested departments, branches and sectors to quickly complete the reorganization, while reviewing and evaluating the capacity of cadres to ensure "right people for the job". A strong message is given: cadres who avoid and do not complete their tasks will be strictly handled, even transferred to work.
Mr. Quang emphasized that the assessment of cadres must be based on actual results, and affirmed that the "term job" mechanism will be applied for 6 months to 1 year. If they do not meet the requirements, the staff will be considered for re-arrangement.
Along with streamlining the apparatus and improving the efficiency of cadres, Da Nang is also determined to reform administration, cut cumbersome procedures, aiming to improve the quality of public services, creating a favorable environment for people and businesses.
