HCMC - When cadres and party members quit their jobs, change jobs or retire, they must hand over all confidential documents and commit not to disclose information.

The Ho Chi Minh City People's Committee has just issued a document requesting departments, branches, sectors and People's Committees of districts, towns and Thu Duc City to strengthen the protection of State secrets in the process of streamlining the apparatus and organizing Party Congresses at all levels.

According to the Ho Chi Minh City People's Committee, in 2025, central and local agencies will focus on implementing Resolution No. 18-NQ/TW of the 12th Central Executive Committee on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently. At the same time, this is also the year of holding Party Congresses at all levels, towards the 14th National Congress of the Party.

The two tasks not only demonstrate the Party's determination to innovate, but also have an important meaning in strengthening the political system, bringing the country into a new era.

However, in the context of many complicated developments in the region and the world, hostile forces are constantly trying to collect and distort information to sabotage the process of streamlining the apparatus as well as preparations for the Party Congress.

Faced with that reality, the Ho Chi Minh City People's Committee requested heads of departments, branches, sectors, People's Committees of districts, towns and Thu Duc City to deploy a series of measures to ensure information security in the process of restructuring the apparatus and organizing the Party Congress.

Units must fully comply with regulations on the protection of state secrets, especially in the determination, transportation, delivery, transfer and transmission of confidential information. When cadres and party members quit their jobs, change jobs or retire, they must hand over all confidential documents and commit not to disclose information.

Documents related to the Party Congress when transmitted via telecommunications networks and the Internet must have their content encrypted and the transmission line must be secure according to regulations. In particular, it is necessary to strengthen information protection related to the work of checking and verifying personnel on the list of state secrets.

USB, memory card, external hard drive and devices capable of storing sensitive information must be strictly controlled. Agencies also need to be cautious when receiving equipment and means donated by foreign organizations and individuals to avoid the risk of being taken advantage of in collecting information.

Do not post or disseminate content from the list of state secrets to mass media, computer networks or the Internet.

In the process of implementing the organizational arrangement, units must take measures to protect documents and containers of State secrets. When destroying records, it is not necessary to keep them, must comply with the correct procedures, ensuring that information is not leaked.

Agencies and organizations need to regularly self-inspect compliance with regulations on protecting state secrets, especially in key units. At the same time, it is necessary to ensure the safety of the office and the place of storing confidential documents.

The Ho Chi Minh City People's Committee requires that when detecting signs of leaking or losing state secrets related to the work of arranging the apparatus and organizing Party Congresses, heads of units must urgently report to the Ho Chi Minh City Police - the Standing Agency of the Steering Committee for the implementation of the Ho Chi Minh City State Secret Protection Law to coordinate in handling and preventing the consequences.
