Public headquarters are not operating, deserted

This causes waste of state public resources and creates a bad image in the eyes of the people.
Mr. Nguyen Dinh Dao, residing in Dong Phuoc 4 Residential Area, An Khe Ward, proposed that it is necessary to strengthen supervision activities, requesting localities to quickly convert functions or hand over to units that need to use them.
According to people, many redundant headquarters are located in high-value land locations, and there needs to be a mechanism for short-term leasing for 1-5 years to serve socialization. These facilities can be temporarily converted into health stations, kindergartens, parking lots or boarding houses for low-income workers while waiting for planning, both avoiding waste and creating budget revenue.
Urging handover for use
According to statistics, Da Nang currently has more than 800 land and housing facilities that need to be reviewed and handled. Exchanging about the implementation roadmap, Mr. Ho Ngoc Phuong - Deputy Director of Da Nang City Department of Finance - affirmed that the locality is focusing on classifying to have a definitive handling plan. Mr. Phuong said: "For facilities that meet the conditions, the Finance sector will advise the City People's Committee to implement the conversion of function to the purpose of public housing or prioritize arranging for medical, educational and cultural units that still lack operating space". In 2026, the city is expected to put into operation 119 land and housing facilities with a total area of more than 135,600m2.
Recently, the Da Nang City People's Committee issued an official dispatch urging the handover, receipt, and commissioning of houses and land that have been decided to convert functions.
According to Official Dispatch No. 5483/UBND-STC signed and issued by Standing Vice Chairman of the City People's Committee Ho Ky Minh, units must seriously implement the direction of the Ministry of Finance on strengthening the prevention and control of waste in the management and use of houses and land, improving the efficiency of management and use of public assets, preventing loss and waste. For houses and land that have been assigned to the Center for Management and Exploitation of Houses or the Center for Land Fund Development, relevant units must focus on completing procedures for receipt and handover according to regulations. After receipt, it is necessary to quickly put assets into management, use or exploitation for the right purpose, in accordance with legal regulations. The City especially emphasizes the requirement to accelerate progress for facilities that have been decided to be assigned, transferred or converted functions but have not been put into use. This is a group of assets that needs to be prioritized for handling to avoid prolonged vacancy causing degradation and waste of public resources.
For facilities under the Housing Management and Exploitation Center, the unit must publicly disclose the exploitation plan, build a rental price list and submit it to competent authorities for approval to organize exploitation according to regulations, ensuring transparency and efficiency. Meanwhile, the Land Fund Development Center is responsible for completing the receipt and implementation of necessary procedures to put the land fund into exploitation according to the provisions of land law.
Agencies and units assigned to manage houses and land must complete legal documents, carry out accounting, monitor assets fully, and at the same time strengthen inspection of use after arrangement. In case of detecting ineffective use, vacant or seriously degraded facilities, it is necessary to propose timely handling plans.
The Department of Finance is assigned to continue reviewing and advising on definitively handling redundant houses and land, using them ineffectively or for wrong purposes. The City Inspectorate continues to deploy specialized inspections on preventing and combating waste in the management and use of houses and land and the handling of redundant assets after arranging administrative units. Da Nang reviews the land fund for social housing before July 15 to quickly implement social security projects for local workers.
