On the morning of November 28, at the Da Nang City Administrative Center, the People's Committee of Hoa Vang commune held a working session with the city's departments and branches to consult with professional opinions on the investment proposal for the project "Hoa Vang District Urban Area" (a project before the implementation of the 2-level government).
The zoning plan "Hoa Vang Urban Area" was approved by the City People's Committee on November 24, 2023, with an area of over 229 hectares.
Now, Hoa Vang district no longer organizes a two-level government model, Hoa Vang commune has proposed bidding to select investors for investment projects using land with an area of over 160 hectares and a population of over 33,000 people.

At the meeting, the consulting unit presented the content of the dossier, clarifying the necessity of investment, the goal of forming a new urban area associated with the orientation of urban development in the West - Northwest of the city according to the Planning for the period 2021-2030, with a vision to 2050.
According to the consulting unit, the Hoa Vang area possesses a strategic location, large land fund, low-population status, convenient infrastructure connecting to National Highway 14B, DH5 and near economic hubs such as Hoa Khanh Industrial Park, Ba Na - Nui Chua Tourist Area. The formation of a new urban area is considered necessary to expand the population in the central area, supplement housing funds, create momentum for socio-economic development and promote urbanization.

At the meeting, the Department of Construction also gave opinions related to investment in infrastructure, parks, beltways, legal documents, programs, floor specifications and land division and subdivision.
Notably, for land funds for social housing, according to the representative of the Department of Construction, the project needs to ensure at least 20% of the land fund for social housing (excluding resettlement land); clearly separate the commercial apartment and social apartment.
Speaking at the meeting, Mr. Le Phu Nguyen - Chairman of the People's Committee of Hoa Vang commune requested the consulting unit to integrate contents such as including the park in the planning, adding the connection of the Ring Road 2 traffic route to the kindergarten location to ensure synchronous traffic infrastructure; at the same time, comply with the units' targets according to the recommendations of the representatives of the departments.
Regarding housing targets, commune leaders proposed to review and adjust housing targets in accordance with the city's urban development program and according to project phases. On the contrary, the work of clearance, compensation and resettlement must be put into the first phase, implemented from 2026-2027 to ensure the rights of people in the planning area.
