On June 28, according to the Da Nang City Department of Construction, from the third quarter of 2026, the weather in the city and the whole country will experience many complicated developments such as intense heat, thunderstorms, storms and tropical depressions accompanied by heavy rain. Due to the strong impact of climate change and the phenomenon of El Nino starting to form from mid-year, this year's hot dry season is forecast to last longer than the average of many years, posing a high risk of labor unsafety, directly affecting human lives as well as the progress of projects.
To proactively prevent accidents, the Department of Construction requests Project Management Boards, People's Committees at commune and ward levels, and construction participants in the area to strictly implement measures to ensure construction safety during the peak season of extreme weather.
The Department of Construction requests Project Management Boards directly under the City People's Committee and investors to regularly review, inspect, and strictly implement regulations on occupational safety and health management; organize periodic safety training for workers directly involved in construction at the project.
In particular, functional forces will resolutely handle strictly and request immediate suspension of construction for works, items or the entire project if the investor and contractor do not prepare or do not fully and properly implement the general plan on safety, measures to ensure labor safety and environmental sanitation during construction.
In addition, the management and use of machinery and equipment with strict requirements on labor safety at the construction site must be regularly inspected and reviewed and strictly complied with legal regulations to avoid incidents under the impact of strong winds and storms.
The Department of Construction also requested the Management Board of Da Nang High-Tech Park and Industrial Parks, the Management Board of Chu Lai Open Economic Zone, and the People's Committees of communes, wards, and special zones to strengthen dissemination and guidance on the safety assurance requirements of the Ministry of Construction to organizations and individuals under their management.
Periodically and regularly, these units must organize inspections of compliance with laws on occupational safety and health, construction laws, as well as regulations on fire prevention and fighting, rescue and relief at construction sites according to their assigned authority.
For workers participating in the construction site, the investor and contractor must ensure that they understand safety regulations and are fully equipped with necessary personal protective equipment in harsh weather. Cases of violation or non-compliance with technical procedures will be strictly handled.
The Department of Construction requests relevant agencies and units to proactively coordinate and urgently implement the above-mentioned contents to effectively respond to natural disaster developments in 2026.
