On July 2nd, Dak Lak Provincial People's Committee submitted to the Provincial People's Council for consideration and decision on allocating development investment capital plans from the budget allowed to be extended to 2026 to continue implementing and disbursing national target programs (NTPs). Including: building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.
According to the Provincial People's Committee, the total investment capital for development of the 2021-2025 National Target Programs in the province after the merger has been detailedly allocated to units, localities and component projects with a total amount of more than 5,490 billion VND. Of which, the central budget is more than 4,159 billion VND, and the provincial budget is more than 1,331 billion VND.
Through review, some projects have been completed, finalized and no longer have expenditure tasks, with a total surplus capital of more than 71.1 billion VND. Of which, the central budget source is more than 46.5 billion VND, and the provincial budget is more than 24.6 billion VND.
The Provincial People's Committee proposes to adjust and reduce this capital to allocate to transitional projects and newly started projects in the period 2026 - 2030 according to the guidance of the Ministry of Finance.
Specifically, the Provincial People's Committee plans to allocate more than 4.5 billion VND from the provincial budget to 76 transitional projects in the 2021-2025 period that need to continue implementation, pay for completed volumes and finalize accounts.
In which, the National Target Program for socio-economic development of ethnic minority and mountainous areas is allocated more than 4 billion VND for 75 projects; The National Target Program for new rural construction is allocated 490 million VND for 1 transition project.
The remaining capital of more than 66.5 billion VND was submitted by the Provincial People's Committee to the Provincial People's Council for allocation to 32 newly started projects in communes implementing the program.
The allocation of capital is to ensure the correct goals and targets, improve the efficiency of resource use, and at the same time promote the progress of implementing national target programs in the province.
Regarding the deployment of capital allocation, according to Mr. Nguyen Thien Van - Vice Chairman of Dak Lak Provincial People's Committee, the detailed allocation of development investment capital plans from previous years' capital allowed to be extended to 2026 must ensure the correct principles, objectives, and subjects, contributing to improving the effectiveness of program implementation.
The Provincial People's Committee prioritizes allocating capital to communes with projects registered to adjust and reduce the long-term capital plan for the 2021-2025 period to implement new projects in the 2026-2030 period. The allocation of capital must ensure concentration, focus, and key points, not spread out, and improve the efficiency of resource use.
If approved by the Provincial People's Council, the Provincial People's Committee requests investors to organize the implementation and disburse the entire amount of capital allocated before December 31, 2026.
