Nghe An still has more than 1,700 billion VND of capital for national target programs to be disbursed

Slow disbursement of capital for national target programs

On March 9, information from the People's Committee of Nghe An province said that the Provincial People's Committee has just organized a working session to review and urge the implementation and disbursement of capital sources for the 2021-2025 period, which has been extended to the implementation and disbursement in 2026 of national target programs including: Sustainable poverty reduction; Socio-economic development of ethnic minority and mountainous areas.

According to a report by the Department of Agriculture and Environment, the total public investment capital under the National Target Programs for the period 2021 - 2025 in 2025 was allocated more than 329 billion VND. As of January 31, 2026, more than 157 billion VND has been disbursed, reaching 47.74% of the plan. The unimplemented capital, proposed to be transferred to 2026 for continued implementation, is more than 172 billion VND.

For the source of career capital in 2025, the total planned budget is more than 587.9 billion VND. Of which, the budget allocated to agencies, units and localities is more than 369 billion VND; the amount disbursed is more than 250 billion VND, reaching 42.59%.

The total unimplemented funding proposed to be transferred to 2026 is about 509 billion VND, including more than 172 billion VND of public investment capital and more than 337 billion VND of non-business capital.

In this non-business capital portion, the funding allocated to agencies, units and People's Committees of communes and wards is more than 241 billion VND; the funding allocated to the district level previously but not yet re-allocated after implementing the two-level local government is more than 96 billion VND.

For the National Target Program for socio-economic development of ethnic minority and mountainous areas, the development investment capital for the 2021-2025 period extending to 2026 is estimated to be more than 596 billion VND to continue to be disbursed in 2026.

Of which, about 49 billion VND is from the central budget to implement housing and production land support contents that need to be adjusted and re-allocated. The Department of Ethnic Minorities and Religions will coordinate with relevant departments and branches to review and advise the Provincial People's Committee to adjust and allocate in the first quarter of 2026.

Regarding the career capital of this program, through review, the amount of funding extended to 2026 is estimated to be more than 1,169 billion VND.

Of which, 95 billion VND is being submitted to the Provincial People's Committee for promulgation of adjustment decisions so that localities have a basis for implementation in 2026; 427.9 million VND is requested to be returned to the state budget; more than 34.5 billion VND from localities has been transferred to the provincial budget. Currently, there are still about 35.6 billion VND that need to be further reviewed for adjustment and allocation.

Urgent disbursement on schedule

According to the People's Committee of Nghe An province, there are many reasons why the disbursement progress of national target programs in 2025 is still slow. In which, from the beginning of 2025, many agencies and localities have focused on prioritizing the arrangement and consolidation of the two-level local government apparatus.

In addition, the adjustment of investors from old agencies and units to new units also prolongs the process of handing over dossiers, implementation volume and completing legal procedures.

Vice Chairman of Nghe An Provincial People's Committee Phung Thanh Vinh requested departments and branches to carefully review the legal basis, implementation progress and location of each unfinished project to propose adjustments and supplements in accordance with legal regulations and the actual situation, ensuring disbursement in accordance with regulations.

For contents belonging to assigned career capital sources, agencies and units need to closely follow tasks and strive to disburse 100% of the plan.

The Vice Chairman of the Provincial People's Committee also requested localities and units to urgently review and propose adjustments and supplements to implement contents in accordance with the actual situation, and at the same time coordinate with the Department of Finance to advise the Provincial People's Committee to consider and decide on adjustments according to regulations.

Leaders of Nghe An Provincial People's Committee also assigned specific timelines for the implementation of projects under national target programs to accelerate the progress of implementation and disbursement of capital in 2026.
