On December 15, the Dak Lak Provincial People's Committee announced that in 2025, the locality has allocated and assigned the implementation budget of 3 National Target Programs with a total budget of more than 702 billion VND.
Of which, the central budget supports more than 589 billion VND, the rest is guaranteed by the local budget.
In addition to capital in 2025, the province has more than 728 billion VND in transfer funds from 2024 to 2025. These include: Socio-economic development program for ethnic minority and mountainous areas of over VND 472 billion; Sustainable poverty reduction program of over VND 195 billion; New rural construction program of over VND 60 billion.
According to the Dak Lak Provincial People's Committee, the capital transferred is still large because some vocational education projects have overlapping content and lack beneficiaries; many industries and occupations do not meet the quota for opening classes. The guiding documents are still general, causing difficulties in the implementation process.
To date, the total disbursed capital has only reached more than 350 billion VND, equivalent to about 50% of the estimate. The main reason is that since the beginning of the year, agencies have focused on arranging and perfecting the apparatus according to the Central Government's policy; the implementation of the two-level government model from July 1, 2025 has interrupted the process of receiving and transferring tasks, while the newly established commune-level apparatus is still confused.
In addition, some communes and wards lack land for production for ethnic minorities; support mechanisms such as capital recovery by household, production development through preferential policy credit loans are still facing difficulties due to lack of specific instructions.
Despite many problems, information from the Dak Lak Provincial People's Committee said that the Central Government has issued guiding documents, and the locality has promptly completed relevant regulations, creating a legal basis to gradually remove difficulties, speed up the implementation progress and disbursement of programs in the coming time.
