On August 12, Working Group No. 2 of the Ho Chi Minh City National Assembly Delegation, led by Mr. Pham Trong Nhan - Vice Chairman of the Ho Chi Minh City Labor Federation, conducted a field survey at the Bien Hoa - Vung Tau Expressway Component 3 project (phase 1), in the former Ba Ria - Vung Tau province.
Reporting to the working group, the Traffic Project Management Board of the region and the Department of Agriculture of Ba Ria - Vung Tau province - the project investor - said that component project 3 is about 19.5 km long, with a total investment of VND 7,216 billion, a scale of 4 complete expressway lanes, 2 emergency lanes... Up to now, the project has completed 100% of the site clearance work in the first phase. Currently, inventory and document preparation are being carried out, and it is expected to hand over the site from September 2025 for some additional items.
The road has basically completed the asphalt concrete surface, painted markings, median strips and fences; lighting system, traffic safety under construction... Of the total 11 bridges on the route, 9 bridges have been completed, the remaining 2 bridges will be completed in September 2025. By the first quarter of 2026, it is expected to start the project to supplement the My Xuan - Ngai Giao - Hoa Binh DT991 intersection.
The construction of additional intersections will not affect the exploitation and operation of the project. According to the investor, it is expected that by December, the entire route will be technically open to traffic in sync with component projects 1 and 2 in Dong Nai. At the same time, it is proposed to allow the use of the former resettlement land fund of Phu My City (about 1,000 lots) to arrange for households within the scope of the additional intersection.
The working group listened to the opinions and recommendations of the investor, and at the same time acknowledged the advantages and difficulties in the project implementation process. Regarding the resettlement proposal, the delegation said it would receive and report, and recommend competent authorities to consider and resolve.
The delegation also requested the investor to ensure the progress of the two bridges under construction; ensure traffic safety when constructing other items. At the same time, it is recommended that the investor propose recommendations so that the entire Bien Hoa - Vung Tau expressway can be exploited in December 2025 according to plan, not just component project 3.
