The Government Office has just sent a document to the Minister of Finance, Chairman of the Board of Members, General Director of Vietnam Expressway Corporation (VEC) to announce the opinion of Deputy Prime Minister Tran Hong Ha on the implementation of the project to expand the Ho Chi Minh City - Long Thanh expressway section under urgent construction works.
Accordingly, Deputy Prime Minister Tran Hong Ha agreed with the proposal of the Ministry of Finance and VEC on implementing the project according to procedures for emergency projects to start construction on August 19, 2025.

The implementation of emergency projects to select consultants, select contractors to implement projects and follow at the same time some steps as reported by the Ministry of Finance and VEC must ensure compliance with scientific and technical regulations, select consultants, contractors with experience, capacity, prestige, who have implemented similar projects and works with good quality, safe construction, and not to let loopholes, corruption, group interests, causing losses and damage to state assets.
The Deputy Prime Minister also assigned the Ministry of Finance and VEC to clarify the reasons for the necessity and urgency of the project regarding its economic, social, political significance and the time of start and completion. Expanding the Ho Chi Minh City - Long Thanh Expressway to 8-10 lanes, connecting Long Thanh Airport
Previously, on May 31, Vietnam Expressway Corporation (VEC), a unit under the Ministry of Finance, signed a decision approving the investment policy for the Ho Chi Minh City - Long Thanh Expressway expansion project.
The construction area is nearly 22km long, starting at Km4+000 (Ring Road 2 intersection), Thu Duc City, Ho Chi Minh City. The end point is at Km25+920 (the intersection of Bien Hoa - Vung Tau Expressway) in Long Thanh District, Dong Nai.
Regarding the route direction, the project has a basic route following the old road, expanding to both sides. The section across Long Thanh Bridge will be expanded to the right side of the existing route (downstream).
Regarding the scale of the project, the section from the Ring Road 2 intersection to the Ho Chi Minh City Ring Road 3 intersection (Km4+000-Km8+844.5) will be invested in expanding from 4 lanes to 8 lanes.
In the section from the Ho Chi Minh City Ring Road 3 intersection to the Bien Hoa - Vung Tau expressway intersection, excluding the Long Thanh bridge (Km8+844.5-Km25+910) will be invested in expanding from 4 lanes to 10 lanes.
As for Long Thanh Bridge, invest in building a new bridge with a scale of 5 complete lanes in the direction from Ho Chi Minh City to Long Thanh, on the right side of the existing bridge.

The project is classified as a special-level project, with technical standards for the section Km4+000Km25+920 meeting the standards of a highway level 120, corresponding to a design speed of 120km/h, while Long Thanh bridge is operated at a speed of 100km/h.
The project has a total investment of more than VND 16,386 billion. Of which, the state budget capital is VND6,500 billion, bank loans and credit institutions are VND7,900 billion and the remaining VND2,000 billion is VEC's equity capital (including interest).
The project implementation period is from 2025 to 2027. In which, the project will be basically completed in 2026 under the direction of Deputy Prime Minister Tran Hong Ha.
According to VEC, the Ho Chi Minh City - Long Thanh Expressway expansion project is invested with the goal of completing this expressway according to the approved planning scale, meeting the increasingly high demand for transportation, shortening transportation time, reducing transportation costs, contributing to convenient connections to Long Thanh and Ho Chi Minh City airports.
