In the SAV development strategy to 2030 and the Resolution No. 90-NQ/DU dated February 19, 2021 of the SAV Party Committee on "Leadership promoting the application of high technology in the industry's activities (in which the enhancement of the application of information technology is basic) in the period of 2020-2025", IT applications will create the foundation for the strong transitions of the SAV in the NTNN.
Many outstanding results thanks to IT application
Under the leadership and close guidance of the SAV, along with the efforts of all cadres, party members, civil servants and auditors, the implementation of Resolution No. 90-NQ/DU has achieved remarkable results, creating positive and comprehensive changes in all aspects of the industry. The perception of the role and importance of IT applications has been significantly improved, thereby creating a premise for the formation of an increasingly professional and modern working environment.
One of the important marks is the establishment of the Information Technology Department under the SAV under Resolution No. 1044/NQ-UBTVQH15 dated April 23, 2024 of the Standing Committee of the National Assembly. The IT Department officially came into operation from June 1, 2024 with strategic significance, opening up great opportunities to focus resources, specialize and accelerate the process of digital transformation, digital audit development, meeting the task requirements in the new situation.
In order for IT applications to be implemented synchronously, uniformly and with clear orientation, the SAV has paid special attention to the construction and promotion of the system of regulations, programs, schemes and regulations on IT management. The highlight is the promulgation of the development strategy and the overall IT architecture of the SAV in the period of 2019-2025, with a vision to 2030, helping to orient the strategic for the whole development and IT application of the industry. At the same time, the promulgation of database architecture (database) of the SAV has created a solid premise for the construction of industry databases in the direction of focus, unity, ensuring integrity and ability to share data.
Recognizing that infrastructure is the foundation, the State Audit has invested in building an increasingly modern and synchronous IT infrastructure. Currently, the State Audit operates 02 Data Centers, meeting the requirements of implementing application software, exploiting network services, effectively serving the direction, operation and professional expertise. Along with infrastructure development, ensuring information security and safety is always a top priority with advanced security solutions.
In recent years, SAV has constantly promoted the application of IT in management and administration, considering this as one of the key solutions to improve the performance of the whole industry. Up to now, 13 software for management and administration has been built and implemented, creating a fundamental change in the internal management model of the SAV. Along with that, 14 applications directly supported the audit have been developed and applied, contributing to improving the effectiveness of control, managing audit activities and effectively supporting the auditor's operations.
Improving auditing capacity by applying technology
Many intensive support tools have been built for auditors in complex fields such as capital construction investment, enterprise audit and banking finance. Auditing management software has become a centralized management tool throughout the stage of annual audit planning, medium -term audit plan, to set up a detailed audit organization plan, audit, synthesize results and monitor the implementation of recommendations. The digitalization of audit records has also been promoted and created an electronic audit database to effectively serve the management, storage, search and exploitation, gradually forming a large data (Big Data) of the SAV. SAV has also actively and actively implemented electronic data connections and exchanges with ministries and branches such as the Ministry of Finance, the Ministry of Planning and Investment, the State Bank and Vietnam Social Insurance according to the signed coordination regulations. The information portal publicized the electronic audit report has been built and provided timely and transparent information for National Assembly deputies, the National Assembly's budget committee, the Central Inspection Committee and the concerned agencies. The completion of the construction and implementation of information exchange port has created a multi -dimensional and effective electronic data exchange channel between the SAV and the audited units. Through this port, audited units can provide electronic data, and the SAV also exchange information related to operations and audit results on the network environment safely and secure.
In recent years, SAV has determined to convert numbers as a top -notch priority. Recently, the State Auditor General has emphasized that the application of AI in the audit is "urgent task, need to deploy immediately" to improve the management efficiency, in accordance with the policy of national digital transformation. That determination was concretized by action. In April, SAV piloted AI applications in the audit activities at the specialized audit of investment and application of information technology software, information technology service lease activities in service of digital conversion in localities in the period of 2021-2024. The initial results are very encouraging. Who has supported auditors to analyze data and select more effective audit samples; Automatic updates of legal provisions, comparing data on a wide range to have accurate, comprehensive assessments and support the auditor to make more objective conclusions.
SAV also determines that IT audit is an intensive audit area and has an increasingly important role, so it has focused on developing and achieving very positive initial results. Highlights include: Audit at Vietnam Social Insurance (2022), the thematic audit of mobilization, management and use of resources for CIVI-19 epidemic prevention and control and support policies, IT audit audits at Agricultural and Rural Development Bank (Agribank), and audit at Military Commercial Joint Stock Bank (MB). In order to standardize and improve the quality of IT audits, the SAV has issued instructions on IT audits, organizing IT audit activities according to the approach based on risk assessment and important determination, refer to the international standards and guidelines of Intosai and ASOSAI. The training is also concerned, with the promulgation of IT audit training materials at two levels: basic and advanced, in order to build an increasingly professional IT auditor team.
Promoting IT application in the new term
Promoting the achieved results, while identifying new challenges and opportunities, the Party Committee of the State Audit Union determined to continue promoting the application of IT and high technology as a strategic task, throughout the period of 2025-2030.
The general objective is: "Promoting IT applications in the activities of the SAV, associated with administrative reform, ensuring publicity and transparency in auditing activities; forming a smart management system system, creating a foundation for the process of converting traditional audit methods into modern audit methods based on digital data; strengthening audits at the headquarters; SAV adapts to the 4th industrial revolution, contributing to bringing the SAV to actively participate in the development of the digital economy ”.
In order to accomplish this goal, the SAV will follow the Politburo's plan to implement Resolution No. 57-NQ/TW on breakthrough in science and technology development, innovation innovation and conversion of national numbers. At the same time, continue to effectively implement the development strategy and overall IT architecture of the SAV in the period 2025-2030. The focus is to increase modernization, digital conversion, artificial intelligence application (AI) in state management activities, internal administration management and audit activities.
In particular, it is necessary to create a breakthrough in applying high technology and modern IT to auditing work to gradually increase the number of audits conducted at the State Audit headquarters, reduce the time for direct auditing at the unit, thereby improving efficiency and reducing inconvenience for audited units. The direction work needs to be more drastic, in parallel with raising awareness and skills in applying IT for all cadres, party members and civil servants.
Accordingly, the Party Committee of SAV is determined to lead the application of IT in all activities of the SAV with the main tasks: Building advanced digital infrastructure; Comprehensive data infrastructure construction; Develop smart application software; Promote the application of artificial intelligence (AI) and natural language processing tools; Ensure information security and network security; Building synchronous mechanisms and policies on IT; Consolidate the organizational structure and develop high quality IT human resources.
In order to successfully carry out the above directions and tasks, the SAV Party Committee identifies the following key solution groups: Promoting propaganda, raising awareness and responsibility; Building and perfecting mechanisms and policies; Improve the capacity and efficiency of IT audit activities; Prioritize and ensure resources for IT applications; Strengthen training and retraining of IT human resources and digital skills; Strengthen coordination and responsibility of affiliated units.
In summary, the implementation of Resolution No. 90-NQ/Duyen of the Party Committee of the SAV in the past period has brought positive changes, laying an important foundation for the process of modernization and digital transformation of the SAV. The achieved results not only contribute to improving the effectiveness and efficiency of the SAV, but also affirms the pioneering and initiative of the SAV in capturing the development trend of the times.
In the coming period, with high political determination, the close guidance of the Standing Committee of the Party Committee, the leadership of the SAV, along with the unanimity and efforts of all cadres, party members, civil servants and auditors, the SAV will definitely continue to achieve more success in applying high technology, especially information technology, in all aspects of activities. This not only helps the SAV to successfully complete the political tasks assigned by the Party, the State and the people, but also makes an important contribution to the cause of building a transparent and sustainable national finance, effectively serving the country's construction and development in the digital era.
In order for the goals and solutions to be implemented effectively, besides the efforts of the SAV, it is necessary to pay more attention, direction and support from the Party, National Assembly and Government agencies in perfecting institutions and policies related to digital transformation, data sharing and resource investment for national information technology infrastructure development in general and of SAVs in particular.
