These days, the entire State Audit Party Committee (SAC) is urgently preparing and joyfully towards the big festival: The 8th National Audit Party Congress, term 2025-2030, will take place on June 7, 2025. The event marked a special milestone when the State Audit Party Committee was selected by the National Assembly Party Committee as one of two units to organize the Congress.
And today, before the congress, with the consent of the Party Committee, the leadership of the SAV, the Auditing Newspaper organized the seminar with the theme: "The State Audit Party Committee - Steady the future".
Mr. Le Dinh Thang - Member of the Standing Committee, Head of the Propaganda Department of the Party Committee of the SAV, the Chief Auditor of the Specialist SAV II; Mr. Dinh Xuan Tung - Deputy Head of the National Assembly's Party Committee - shared, looking back on the 5 -year journey, the SAV has fulfilled comprehensively the political tasks that the Session VII term has issued the Resolution. Can take a look at some highlights.
First of all, it is a political task, the State Audit Agency performs the task of auditing, providing information to Government agencies, the National Assembly, providing law enforcement agencies, Party agencies and the people with reliable information. This is a task that can be said to be excellently completed.
"For example, auditing local budget settlements, ministries and branches to serve the audit of settlement reports submitted to the National Assembly for approval, in previous terms, these tasks were also performed but many results were achieved. Up to now, many ministries and branches have audited 100% of the settlement reports of localities. It can be said that in the past 30 years of construction, the past 5 years have been an important milestone," Mr. Le Dinh Thang shared.
Another second milestone can be seen that the SAV focuses on the thematic audit to comment on perfecting the policy mechanism of the State in management. For example, the topic of mineral resources, replacement forest afforestation and forest protection, renewable energy, adapting to climate change. When the CIVI-19 epidemic occurred, the National Assembly issued Resolution 43 on promoting economic restoration and development, the SAV also met the requirements of the National Assembly's supervision on the rehabilitation, economic development program and providing information to the Government the content that is still inadequate to complete the policy.
This year, the State Audit is focusing on auditing non-state budget funds so that state agencies can perfect policy mechanisms. On many issues, the State Audit has contributed policy comments to the Government and the National Assembly and there are national strategic issues.
In addition, the State Audit also focuses on auditing topics to help localities improve their own management mechanisms for each locality, focusing on in-depth topics that each locality has different implementation methods. This is the contribution of the State Audit to the audit.
Mr. Dinh Xuan Tung - Deputy Head of the National Assembly Party Committee's Organization Committee - shared that the activities of the State Audit Party Committee in the past term can be evaluated through five points.
Firstly, the Party Committee of the SAV has promoted the role of political nuclear, ensuring leadership throughout all professional activities, organizational structure, and team building. The leadership role of the Party is clearly shown by the annual work, the SAV Party Committee promulgates the thematic resolutions, leadership of professional tasks to carry out the audit activities in accordance with the Party and the State.
Secondly, the Party Committee of SAV innovates the leadership method, improving the quality of Party cell activities. The affiliated cells have renewed the content and form of Party activities, associating political activities with professional skills. This helps increase practicality, attractiveness, promote internal democracy and enhance fighting in Party activities. Especially party activities closely associated with the implementation of public service ethics; closely associated with the management of party members at temporary activities according to the audit team.
Third, the Party Committee of the State Audit focuses on Party building work, especially political, ideological and ethical work. The Party Committee of the State Audit Office effectively implements the Central's resolutions and directives such as Resolution of Central 4 (term XII, XIII) and Directive 05-CT/TW of the Politburo on studying and following Ho Chi Minh's ideology, morality and style. Thereby, contributing to improving political courage, raising the sense of responsibility of each cadre and party member in performing public duties associated with professional ethics.
Fourth, link auditing work with preventing and combating corruption and waste and enhancing public financial transparency. Under the leadership of the Party Committee, the State Audit has conducted many major audits, recommending financial handling of tens of thousands of billions of VND each year, transferring cases with signs of violations to the investigation agency, contributing effectively to the fight against corruption and waste.
Fifth, the Party Committee builds a team of auditors with high qualities, capacity, and expertise. The KTNN Party Committee focuses on planning, training, and fostering cadres, especially young cadres, female cadres, and promising cadres. Thanks to that, the team of State Audit staff is increasingly professional, meeting the requirements of integration and performing well in domestic and international tasks.
