Vinaxuki Thai Nguyen automobile factory with an investment capital of over 130 billion VND has been abandoned and covered for the past decade, causing a waste of land resources.

The project to invest in construction and business of infrastructure in Area B - Nam Pho Yen Industrial Park, including the automobile manufacturing factory of Xuan Kien Vinaxuki Thai Nguyen Automobile Company Limited (Vinaxuki Thai Nguyen Project) with an area of ​​26.7 hectares in Thuan Thanh Ward (Pho Yen City) has an investment of more than 130 billion VND.

Vinaxuki Thai Nguyen project was first granted investment certificate in April 2008. After more than a decade, this hundred billion car manufacturing project is still inactive, dozens of hectares of land are abandoned.

Recorded in mid-September 2024, the Vinaxuki Thai Nguyen Project area had no activity, the factory was motionless, the doors were closed. Many items after more than ten years of exposure to the sun and rain had rusted, the scene was desolate.

Mr. Duong Van Loi (Thuan Thanh Ward) said that at the time of implementation, the people all agreed and were excited because this was the first major automobile project in Thai Nguyen province. In addition, they expected that local children would have jobs.

"After building the factory, bringing in the machinery, but then not seeing it in operation, I have not seen any cars being produced. For more than ten years, looking at the abandoned factory and land makes me feel sorry," said Mr. Loi.

According to the reporter's investigation, to implement the project, more than 330 households had their agricultural land reclaimed. At the beginning, the site clearance (GPMB) went smoothly, the Vinaxuki Thai Nguyen Project was assigned land for phase 1 by the Thai Nguyen Provincial People's Committee with an area of ​​6.85 hectares.

The remaining 20 hectares occurred right at the time when Decree No. 69/2009/ND-CP on land use planning, land prices, land recovery, compensation, support and resettlement was about to take effect, so people requested a new compensation level.

Vinaxuki Thai Nguyen proposed that the local government pay the households according to the approved plan. The 18 billion VND compensation difference according to Decree 69 will be paid later. The households have agreed to receive the money and hand over the land.

However, many years later, the people still have not received the 18 billion VND, leading to the project being unable to continue.

On July 22, 2019, in the Conclusion of the inspection of the above project, the People's Committee of Thai Nguyen province agreed to allow the Vinaxuki Thai Nguyen Project to resolve the existing problems to continue implementation within 1 year. However, the permitted period has expired but the Vinaxuki Thai Nguyen Project has not been able to resume implementation.

On June 29, 2021, Thai Nguyen Industrial Park Management Board issued document No. 1258 officially announcing the termination of the Vinaxuki Thai Nguyen Project.

Speaking to reporters, Mr. Nguyen Trong Dam - Chairman of Thuan Thanh Ward People's Committee - said that the Vinaxuki Thai Nguyen project has been revoked due to some long-standing problems. Currently, it has not been handed over to any other unit for implementation.

Previously, several banks sued Vinaxuki Thai Nguyen for violating credit contracts with a debt of over VND57 billion. The company could not pay the debt so it had to dispose of the mortgaged assets to ensure enforcement of the judgment.

In 2022, the Civil Judgment Enforcement Branch of Pho Yen City verified the current status of assets owned by Vinaxuki Thai Nguyen to ensure enforcement of the judgment.
